I. INTRODUCTION
The City of Hesperia’s City Managers Department (City) is seeking a consultant to perform a
waste characterization study. Utilizing the 2021 CalRecycle Disposal Facility-Based
Characterization Study (Attachment A) as a model, the consultant will evaluate waste disposal
in the City of Hesperia. At the direction of the City of Hesperia and/or the City’s waste hauler
Advance Disposal, the consultant will sample representative portions of residential,
commercial, and self-haul solid waste generated in the City of Hesperia; sort disposed waste by
type; compile collected data; and report the results to the City of Hesperia. The consultant will
conduct a waste characterization study to determine a local per capita procurement target, per
the option to do so in accordance with the procurement target adjustment mechanism (PTAM),
or waste characterization study process, described in AB 2346
A. City Contact
The City contact (Contact) for this Request for Proposal (RFP) is the sole point of
contact for this procurement. All communication shall be in writing and submitted to
the Contact as designated below. Consultants are not permitted to communicate
with other City staff or officials about this RFP, except during pre-proposal meetings
and/or interviews, unless otherwise directed by the Contact. Direct written questions

D. Minimum Qualifications and Experience
The ideal Consultant will have the following characteristics:
• Basic understanding of the City of Hesperia’s mission and goals.
• Comfortability collecting and analyzing data.
• Expertise in performing waste characterizations safely and effectively.
• Experience working with government agencies.
• Strong understanding of the waste and recovery industries.
• Strong communication skills.
• Familiarity with the City of Hesperia waste system is preferred, but not required.
II. BACKGROUND
The City of Hesperia is located in the High Desert area of San Bernardino County along
Interstate 15 (I-15), approximately 40 miles northeast of Ontario International Airport.
Incorporated in 1988, the City encompasses approximately 75 square miles and has a
population of roughly 96,400 residents.
The City of Hesperia is a general law city with a council-manager form of government.
Hesperia has five-member City Council who are elected at large to staggered, four-year
terms. Council members also serve as the governing board of the Water District. With a
full time, staff of 170 and part time staff of 20, city departments include: City Manager (City
Clerk and Economic Development), Management Services (Finance, Information
Technology, Water Billing, and Human Resources/Risk Management), Development
Services (Building and Safety, Engineering, Planning, Animal Control, and Code
Enforcement), and Public Works (Street Division, Traffic Division, Sewer Division and
Water Division). The City contracts for its Police and Fire services from the County of San
Bernardino.
III. SCOPE OF WORK
Utilizing the 2021 CalRecycle Disposal Facility-Based Characterization Study (Attachment E)
as a model, the consultant will evaluate waste disposal in the City of Hesperia. At the direction
of the City of Hesperia and/or the City’s waste hauler Advance Disposal, the consultant will
sample representative portions of residential, commercial, and self-haul solid waste generated
in the City of Hesperia; sort disposed waste by type; compile collected data; and report the
results to the City of Hesperia.
In addition, the consultant will conduct a waste characterization study to determine a local per
capita procurement target, per the option to do so in accordance with the procurement target
adjustment mechanism (PTAM), or waste characterization study process, described in AB
2346.
• Conduct a waste characterization study in the City of Hesperia.

• Identify the amount of organic waste by percentage (%) in the City of Hesperia’s
residential and commercial waste stream prior to processing at the MRF and the
recovery percentage after processing.
• Create a report comparing the 2021 CalRecycle Disposal Facility-Based
Characterization Study against this study establishing baseline data for the City of
Hesperia to monitor and measure recycling, organics, and waste disposal trends.
• Identify specific generators or, failing that, specific collection routes that are contributing
substantial quantities of recyclable and organic materials to the waste stream.
• Further define and measure edible food, organic waste and recyclable materials
disposed into the City waste stream including suggestions from respondent to expand
categories studied.
• Identify SB 1383 targets including organics disposed compared to the 2021 study and
edible food that could be potentially donatable.
• The results of the waste characterization study will produce a compositional profile by
percentage of material types. The percentages will be combined with the statewide
formula and the jurisdiction’s total projected organics disposal tonnage to determine the
updated per capita procurement target.
• The process (including recommended sampling sites and number of loads at those
sites) necessary to collect representative data to the degree of accuracy sufficient to be
comparable with the 2021 CalRecycle Disposal Facility-Based Characterization Study
to satisfy the reporting requirements of the City of Hesperia.
• Sampling and waste sorting labor shall be performed and/or provided by the Consultant.
• AB 2346 authorizes regional waste characterizations to set organics product
procurement requirements. CalRecycle’s regulations currently require that cities and
counties annually acquire .08 tons per capita equivalent of compost, mulch, renewable
energy through anaerobic digestion, or biomass electricity. The .08 is a statewide
average of per capita organics disposal needed to meet SB 1383’s landfill reduction
goals. Authority agencies should benefit from setting local targets that reflect local
landscaping
and
consumption
patterns.
• Sample selection would be in accordance with randomization built into the
methodology, such as using the visual cell grid and a pre-selected cell number for a
given sample. This sample allocation plan assumes simplified sorting procedures,
described
below.
