INSPECTION OF BRIDGES, CULVERTS & EROSION AREAS IN ARLINGTON, FAIRFAX, &
LOUDOUN COUNTIES ON NOVA PARKS’ PROPERTY

The Northern Virginia Regional Park Authority (NOVA Parks), a public body, is seeking proposals
from qualified structural engineers to perform routine maintenance inspection of 18 bridges, 9 arch
culverts and 2 erosion areas. The structures are located throughout Arlington, Fairfax and Loudoun
Counties. The final proposals must be received no later than 12:00 pm, Friday, December 19th,
2025, at the NOVA Parks Headquarters, 5400 Ox Road, Fairfax Station, VA 22039. Copies of the

Project Description
The Northern Virginia Regional Park Authority (NOVA Parks) is seeking proposals from qualified
structural engineers to inspect 18 bridges, 9 arch culverts and 2 erosion areas and provide a detailed
final report on findings and recommendations. Attached is a list of these structures along with a
map showing approximate locations. The goal is to use these inspection reports to develop a plan
that addresses critical needs and establishes a timeline for future work to maintain the integrity of
the bridge or culvert.
The project will require a complete inspection of all components of the structures including but not
limited to the substructure, superstructure, approach ramps, channel and slope protection, decking
surfaces, rails, and fences. Bridge plans, as available, and copies of previous inspections can be
viewed at NOVA Parks Headquarters by calling 703-359-4614 x 242 to set up an appointment. The
final report shall include the following for each structure:
1. A description of the structural system.
2. A summary of field inspection procedures.
3. Date of inspection.
4. The completed list that is numbered below in the “Proposal Description section”.
5. Photographs and sketches, identifying conditions of the structure and supporting findings in
what will be reported.
6. An estimate of remaining life and indicating “critical findings” that will need immediate
repair due to a safety issue.
7. Certifying reports of structural integrity for continuation of use at present state.
8. Recommendations for repair should include accurately estimated costs.
9. The report should be clear, well -organized, and easy to understand for all stakeholders,
including non-engineers.
10. Recommendations should be prioritized based on severity, impact on safety, and potential
for further deterioration.
Proposal Description
Written proposals should be sent to the attention of Kevin Caslaenuovo, Park Operations
Superintendent at the NOVA Parks Headquarters, 5400 Ox Road, Fairfax Station, Virginia 20039,
and must be received no later than 12:00 pm, Friday, December 19th, 2025. Interested parties
should provide three complete copies of their proposals; if the material includes photographs,
drawings or other exhibits, Proposer may provide three copies of the narrative material and two
copies of such supporting material. NOVA Parks will retain all material received in connection
with this solicitation.
Proposals shall contain the following items that will also be used for evaluation purposes.
1. A summary of inspection procedures including a sample copy of the inspection checklist
that shall be used for each structure.
2. Resume of structural engineer who will be performing the on-site inspections and certifying
reports.
3. List of three (3) references including names, addresses and telephone numbers of clients for
whom similar work was performed, with a summary of the scope of work performed.
4. Approximate timeline for completion of project.
5. Ability to engineer repairs found during inspections
6. Ability to be the general contractor or ability to perform repairs found during inspections.
o NOVA Parks reserves the right to contract with proposer or other contractors for
repairs needed as a result of these inspections.
7. Ability to provide cost benefit analysis to convert from wood decking to concrete where
appropriate.
Procurement Procedures
The ranking and selection of the preferred Proposer and the awarding of any professional services
contract shall be in accordance with the provisions of the Virginia Public Procurement Act.
Selection will be based on qualifications, experience, competence, demonstrated ability to perform
the work in a timely and effective manner, and approach to the project. Consideration also may be
given to the Proposer’s non-binding fee estimates upon request.
Proposals will be reviewed and evaluated by a selection committee appointed by NOVA Parks,
which will “short-list” two or more qualified Proposers who may be invited to interviews. The
interviews may be conducted formally or informally, depending on the nature and number of
responses to this solicitation. The interviews may be completed via conference call. At the
interview stage, Proposers will be asked to elaborate on their experience and qualifications and on
their approach to the project, and to demonstrate their knowledge of and familiarity with issues,
problems and circumstances, which might be encountered in carrying out the consulting project.
Proposers may also be asked to submit non-binding fee estimates at the interview stage of this
process.
Upon completion of the selection process interviews, the selection committee will rank those
Proposers who are interviewed in order of preference. NOVA Parks staff will enter negotiations
with the first Proposer to arrive at a mutually acceptable fee arrangement and professional services
contract. In the event the negotiations are successful, a professional services consulting contract
will be offered in accordance with NOVA Parks’ contracting procedures, including presentation of
the proposed contract for Board approval, if required. In the event such negotiations are not
successful, NOVA Parks staff will discontinue negotiations with the first Proposer and will enter
into similar negotiations with the second, and so on until an acceptable contract is obtained.
NOVA Parks reserves the right to reject all proposals if, in its sole judgment, the responses to this
solicitation are unsatisfactory or inadequate; it elects to substantially modify the magnitude or scope
of the project; or it elects to abandon or defer the project.
