West Market Street (S.R. 55) Widening Phase 1 & 2
Dear Prospective Design Firm:
The City of Troy intends to widen and make improvements to West Market Street (S.R. 55) at
the intersection of W Market Street and Kenton Way and continuing across 2423 West Market
Street (to the bridge deck). The City is seeking proposals from qualified firms for design and
construction administration consultant services to create a comprehensive design of the
roadway for traffic movement and to provide connectivity along the corridor, including complete
streets as described in the City’s Comprehensive Plan. This project will be utilizing OPWC
funding. The City desires to retain a qualified firm(s) for design services to prepare plans, estimates,
specifications, and contract documents for this project.
Scope of Services
This project will widen and make improvements to West Market Street between Kenton Way and
2423 West Market Street (to the bridge deck) to provide connectivity into the downtown area.
During the design process the exact road cross section will be determined. This could include a
combination of a 3-lane, 5-lane, shared-use path and sidewalk cross section.
Included in this project is the full reconstruction of the roadway and the installation of curb, gutter,
sidewalk and/or shared-use path. New storm sewer will be installed as well as a nominal amount
of waterline and sanitary sewer replaced/repaired due to conflict locations.
Utility coordination/relocation, street lighting and signage will be the design engineer’s responsibility
as part of this scope.
Sidewalks and drive approaches may be assessed back to the property owners. This project phase
will also include the construction of new sidewalks across any properties that currently do not have
sidewalks.
A public information meeting to serve as education for city residents and businesses within the
project area will occur during the design of the project. Project coordination will also be required
with the property owners and businesses within this project area.
The project entails two rounds of OPWC funding. While we are anticipating them to be bid as one
project, the quantity breakdown will need to show the appropriate split.
Electronic GIS data of existing city-owned infrastructure shall be provided to the chosen consultant
prior to the beginning of design.

Design Services
1. Design shall include project management with a kickoff meeting, routine update meetings, and
submittals of contract documents and coordination of all existing and planned utilities.
2. The chosen consultant shall provide all field topography and establish existing right of way
within project area necessary to prepare comprehensive plans and specifications to comply
with all federal, state and local standards and regulations. All utilities and pertinent field
information are to be obtained.
3. Provide an if-authorized estimated number of soil borings within the project area and the
subcontractor who would perform. Geotechnical deliverables should include a report
summarizing subgrade stabilization recommendations, providing recommended CBR values
for pavement design, and boring logs. If determined necessary, the cost of the soil borings
would be a pass-through cost of the consultant.
4. Provide estimates of construction costs.
5. Detailed design and preparation of plans and specifications: The consultant will prepare the
plans including maintenance of traffic plans, technical specifications, and bid form to be used
by the city in the preparation of contract documents for construction bidding. Traffic and access
to businesses will need to be maintained throughout the construction project. The consultant
will provide a digital file of all drawings, along with any and all estimates, spreadsheets,
specifications, specific general notes and quantities.
6. Construction drawings shall contain plan & profile sheets along with sufficient details, plan
notes and specifications to communicate to the contractor. Cross sections shall be prepared
at a minimum of 50-foot intervals and include all key locations such as driveways. The plans
must be acceptable to the City and shall include all existing and proposed rights-of-way and
the location of all items (trees, poles, utilities, structures, etc.) within 50 feet of the right-of-way.
All plans, drawings and specifications will become the property of the City of Troy.
7. Assist the City in applying for permits and approvals required by law for this project. This
assistance shall consist of completing and submitting forms to the appropriate regulatory
agencies having jurisdiction over the construction documents and other services normally
provided by the Consultant. City will pay for necessary OEPA PTI’s.
8. If (highway or utility) easements become necessary, provide a man-hour estimate on a per
property basis. Separate estimates should be included for resolution, legal description, plat of
survey or exhibit, and setting monumentation described below. The consultant shall prepare
all exhibits, legal descriptions for acquisition easements and/or property acquisitions necessary
for this project, permanent and temporary. The consultant will monument and provide
temporary stakes at all temporary and permanent easement takes in the field and provide a
legal description for each tract, signed by a registered professional surveyor. The actual
procurement of the easement and/or property acquisition will be done by the City and will not
be part of this scope of work.
9. Assist the City with the bidding phase including but not limited to contractor solicitation,
answering contractor questions, assisting with addenda, evaluating bids received, making
contractor recommendations to the City, and facilitating the preconstruction meeting.
10. Following construction, compile and deliver to the City a reproducible set of Record Documents
based upon the marked-up record drawings, addenda, change orders, and other data
furnished by the Contractor or other third parties. Provide record drawings in electronic format
and hard copy. Hour estimates shall include a separate estimate for any required post-
construction field survey and electronic document modification to complete this task.
11. Discuss the availability and a recommendation of construction administration services by the
consultant and provide an hour estimate. Daily inspection will be provided by the City of Troy
staff.

Responses shall be limited to 12 pages total (single-sided) and shall include the following items:
1. Project understanding and approach to the requested services. Include any additional
anticipated or recommended services.
2. Firm Experience. Include firm experience on similar completed projects. Include four (4)
references for similar sizes and types of projects. References to include owner, project name,
contact person’s name, title, address, and phone number.
3. Qualifications of consultant personnel and of any sub-consultants included in your project team.
Identification and qualifications of project manager, project engineer, and all key personnel
proposed for this project.
4. Detailed proposed schedule of tasks included in the scope of work to be completed. Current
firm workload and projected workload over the anticipated project schedule.
5. Proposed man-hours for services rendered for each phase of work.
Any major deviation from these requirements may be cause for rejection of a firm’s submittal at the
City’s discretion.
Criteria for Consultant Selection
Selection of the consultant will be based on the firm’s professional qualifications, experience and
expertise with consideration given to the following:
1. Understanding of all aspects of the project and proposed approach.
2. Experience with the City of Troy and the successful completion of similar size and type projects.
3. Qualifications of personnel assigned to and available for this project.
4. Ability to complete the work to the satisfaction of the City of Troy in a timely manner (include a
time schedule for completion).
5. Proposed man-hours required for each phase of work.
Upon completion of the evaluation process, the City will select and rank the firms, which it considers
to be most qualified. The City will then negotiate a contract with the firm ranked most qualified to
perform the required services. Interviews may or may not be scheduled to choose a consultant.

CONSULTANT REQUIREMENTS FOR
INSURANCE AND INDEMNIFICATION
CITY OF TROY, OHIO
INSURANCE. A consultant shall maintain, at Consultant’s expense, the following insurance at all times
during the performance of services for the City of Troy, Ohio and shall provide certification evidencing
such insurance:
Workers' Compensation in conformity with applicable law, at statutory limits, for its
employees, and Employer's Liability Insurance with limits no less than $1 million per
o ccurrence;
Professional Liability (Errors and Omissions) Insurance with limit no less than
$1,000,000 per occurrence or claim, $2,000,000 aggregate;
Automobile Liability Insurance covering any auto with limits no less than $1 million per accident
for bodily injury and property damage; and
Commercial General Liability (CGL) Insurance at least as broad as ISO Form CG 0001 covering
bodily injury and property damage with limits no less than $1 million per occurrence, $2 million
aggregate.
Additional Insured/Primary Insurance: The City of Troy, its officers, employees, volunteers and agents
shall be additional insureds on the CGL coverage with respect to liability arising out of work or
operations performed by or on behalf of Consultant. Such coverage shall be primary as respects the
Additional Insureds and any insurance or self-insurance maintained by the Additional Insureds shall be
excess of the Consultant’s insurance and shall not contribute with it.
Any additional insurance for the Project obtained by the Consultant at the request of the City of Troy,
Ohio shall be at the expense of the City of Troy, Ohio.
Claims Made Policies - If any coverage required is written on a claims-made coverage form:
1. The retroactive date must be shown, and this date must be before the execution date of the
contract or the beginning of contract work.
2. Insurance must be maintained and evidence of insurance must be provided for at least three
(3) years after completion of contract work.
3. If coverage is canceled or non-renewed, and not replaced with another claims-made policy
form with a retroactive date prior to the contract effective, or start of work date, consultant
must purchase extended reporting period coverage for a minimum of three (3) years after
completion of contract work.
Acceptability of Insurers – Insurance is to be placed with insurers with a current A.M. Best rating of no
less than A:VII, unless otherwise acceptable to the City of Troy and so stated prior to any agreement
for services being executed.
Non-renewal, Cancellation, or Material Change of Coverage - Each insurance policy required above shall
state that coverage shall not be cancelled, except with notice to the City of Troy, Ohio. If the consultant
receives a non-renewal or cancellation notice from an insurance carrier providing coverage required
herein, or receives notice that coverage no longer complies with the requirements herein, consultant
