Donna Independent School District is accepting Proposals for Vehicle Repairs & Maintenance Services for District Owned White Fleet
Vehicles as per the attached scope of work and the terms and conditions. Proposals will be accepted by Donna Independent
School District until 10:00 A.M. central time, Monday, February 5, 2024.
No verbal responses will be provided.
QUESTIONS:
All questions regarding the scope of work must be emailed simultaneously to Luis Solis, Safety Representative/Project Manager, at
lsolis2@donnaisd.net and Joe Smedley, Purchasing Director at joe.smedley@donnaisd.net.
Proposals received after the deadline will be rejected. All proposals, which are in order and properly signed shall be opened and
reviewed. No immediate decisions shall be rendered concerning the submitted proposals. Donna Independent School District reserves
the right to reject all proposals.
To be considered, the proposals shall include one (1) original and three (3) copies, which clearly identifies the RFP number/title as well as
the Respondent's name and return address.
ALL FORMS MUST BE COMPLETED AND SUBMITTED. Any deviations from those instructions will result in Proposals not
being considered.

Donna ISD will notify the successful bidder/proposer in writing (manifested by an award letter or properly
executed purchase order) after review and acceptance.
The District cautions respondent to ensure actual delivery and receipt of mailed or handdelivered Propsoals to
the District, at the address above, prior to the response deadline. The District will in no way be responsible for
delays caused by any occurrence.

SECTION I
Scope of Work,
Instructions to Proposers,
General Terms & Conditions
All companies performing work are advised to conduct work with trained technicians who are certified to complete the task. All
companies bidding must be able to provide twentyfour (24) hour return to service for routine jobs. If a vehicle cannot be repaired
and returned to service in 24 hours, the contractor must notify the maintenance director and keep him informed of status change.
Specialty Shops: In addition to the contract/s for general maintenance DISD may award contracts to one or more of the
following specialty services if determined to be in DISD’s best interest.
Transmission Shop: DISD may award multiple locations based on a geographic area or other factors to allow for multiple
locations to provide convenient access for DISD properties service vehicles. All transmission mechanics must be ASE
certified and trained in the repair of automatic and manual transmissions. The shop must have available the necessary
diagnostic and specialty tools required to properly repair and service all makes and models of transmissions from
approximately the 2001 model year and newer.
Body Shop: DISD may award multiple locations based on a geographic area or other factors to allow for multiple locations
to provide convenient access for DISD properties service vehicles. All technicians must be ASE/ICar certified and trained
in body repair and painting. The shop must have available the necessary diagnostic and specialty tools required to
properly repair, service and paint all makes and models of vehicles from approximately the 2001 model year and newer.
Tire Shop: DISD may award multiple locations based on a geographic area or other factors to allow for multiple locations
to provide convenient access for DISD vehicles. Tire shops must be an authorized dealer for one or more of the tire
brands on the State of Texas TXMAS 86305 Tire contract to be considered for an award. New tires will only be procured
through those contracts. Shops must also be capable of servicing the full range of tires from small equipment to large
trucks.
Auto Glass Service: DISD may award one or more full service auto glass contracts. The auto glass service shall have both
shop and mobile replacement services for all types of automotive glass.
Muffler Shop: DISD may award one or more full service Muffler shops. The muffler shop shall be capable to repair,
diagnose and perform safety inspections and emission test on vehicles of all makes and models.
Hybrid Shop: DISD may award one or more full service Hybrid shops. The Hybrid shop shall provide a full spectrum of
services for DISD hybrid owed vehicles, the tools and expert knowledge to service and repair any component within a
range of drivetrains, high voltage systems, and its traditional systems as well.
Auto Parts: Contractor shall indicate the discount to be applied to parts used in the repair of DISD owned vehicles. DISD
reserves the right to obtain parts through other contracts when it is determined to be in DISD’s best interest.
