INTERGOVERNMENTAL/COOPERATIVE USE OF COMPETITIVELY BID PROPOSALS AND
CONTRACTS:
In accordance with Arkansas Code Annotated § 19-11-249, any State public procurement unit, including any University
of Arkansas System campus or unit, may participate in any contract resulting from this solicitation upon approval by the
issuing agency and with a participating addendum signed by the contractor.
MINORITY AND WOMEN-OWNED BUSINESS (MWOB) POLICY:
It is the policy of the State of Arkansas to support equal opportunity as well as economic development in every sector. In
accordance with the Minority and Women-Owned Business Economic Development Act, UA shall support to the fullest
all possible participation of companies owned and controlled by minority persons and women in state-funded and state-
directed public programs and in the purchase of goods and services to meet an annual goal of fifteen percent (15%) of the
total expended.
Pursuant to Ark. Code Ann. § 19-11-229, 19-11-230 the State of Arkansas encourages all small, minority, and women
owned business enterprises to submit competitive sealed bids and proposals for University projects. Encouragement is
also made to all general contractors that in the event they subcontract portions of their work, consideration is given to the
identified groups.

The Arkansas Economic Development Commission (AEDC) conducts a certification process for minority-owned

General Campus Background for University of Arkansas

1. DESCRIPTION AND OVERVIEW OF RFP
The Board of Trustees of the University of Arkansas, acting for and on behalf of the University of Arkansas,
Fayetteville (UA) is soliciting proposals for the purpose of engaging in an experienced consultant to provide asset
brand valuation services, including the development of a university-wide corporate partnership strategy to maximize
opportunities for university mission synergies and revenue generation, tailored in accordance with the requirements
set forth in this RFP.
1.1 General Purpose and Scope of RFP
UA is seeking proposals from qualified and reputable Respondents to provide asset brand valuation
services, including a university-wide corporate partnership strategy to maximize opportunities for
University mission synergies and revenue generation developed in accordance with the requirements of this
RFP.
UA expects to achieve the following goals (at minimum) through the selected Respondent:
A. Asset Identification and Inventory.
B. Asset Valuation Services.
C. Revenue Generation Development Planning.
D. Recommendations for establishing a university-wide corporate partnership infrastructure.
1.2 Exclusions
This RFP expressly excludes UA’s Department of Athletics; its intercollegiate athletic teams, student athletes and
coaches; all Razorback athletic marks, names, logos, mascots, fight songs, trade dress, images and intellectual
property; and/or all sponsorships, promotions, publications, signage, broadcasts, internet/digital and/or any activities
regarding or related to UA’s Department of Athletics events and/or on or around its facilities and/or adjacent
surfaces.
Additionally, UA, on behalf of its Department of Athletics, currently has an agreement with IMG (Learfield) that
may also preclude certain non-Athletics related sponsorships in competing categories with Learfield’s sponsors.
2. BACKGROUND AND OBJECTIVES
The overall objective of this RFP is to select a consultant to provide asset brand valuation and recommendations for
a procurement program for university-wide corporate partnership opportunities while maintaining high standards of
quality and service. Qualified consultants are invited to submit proposals based on the information provided in this

RFP, with the intent to establish a business alliance with the University that will maximize the resources of both
organizations to meet the University’s needs most effectively.
UA is seeking to award a term contract for Valuation Consulting to the Respondent that can provide the best overall
value to the University. This value will be determined by UA based on the overall competence, compliance, format
and presentation of each RFP response and in-person presentation, as necessary. Respondents may submit a
proposal for all the services entailed in this RFP or may submit a proposal for a specific service identified in this
RFP. Note also that the award may be split between Respondents for each of the services for which bidding is
requested.
A Respondent presentation day may be held following the bid due date. Projected timeframe for when
presentations could occur is specified in the “Projected Timetable of Activities” section of this RFP. Please keep
these dates open to schedule a presentation if you are selected to present.

2.3 Requirements and Specifications
2.3.1 Scope of Work
2.3.1.1 Consultant shall develop a University-wide corporate partnership strategy, including
inventory evaluation and creation, packaging, valuation, and category development.
2.3.1.2 Provide a description and timeline for the various phases of the proposed strategy. All
phases of the proposed strategy shall be completed within 5 months of contract award.
2.4.1.3 The University currently operates in a highly decentralized model. The Consultant is
expected to identify and inventory University physical and procurement/sponsorship opportunity
assets across multiple departments and prepare an inventory of all high-target assets, including
reporting on existing University contracts. Please identify any contingencies which may restrict
consultant from a successful inventory valuation.
2.3.1.4 Describe the methodology of the valuation program that you will use to provide
valuations for the identified assets.
2.3.1.5 Describe what information, other than provided in this RFP, you will need for
implementation.
3. REQUIREMENTS, DELIVERABLES, COSTS AND PRICING
The following sections are divided into components that require an affirmative response from all bidders.
Any exceptions to, deviations from, or inability to comply with the requirements set forth in this RFP, or the terms
and conditions contained in the General Terms and Conditions, must be declared in writing within the proposal as
requested. Failure to do so will prevent proposer from asserting its inability to comply with the terms or conditions
later on.
Consultants are strongly encouraged to adhere to the following general instructions, in order to bring clarity and
order to the proposal and subsequent evaluation process:
Elaborate proposals, in the form of brochures or other presentation materials beyond that necessary to present
a complete and effective proposal, are not desired and should not be included.
The response should be complete and comprehensive, with a corresponding emphasis on being concise and
clear.
Any materials that a consultant feels are needed to provide clarity to their proposal should be included as
attachments in their proposal.
