This is a Sealed Bid and is due 23 May 2025, 2:00 PM Central Time through the Bid Express website, www.bidexpress.com . Search for GRDA or Grand River Dam Authority and RFP 71.1000 Unit 1 Cooling Tower Removal GREC. No proposal will be accepted via phone, fax, voicemail, or email. You must be registered with Bid Express to view the Documents. It cost nothing to register but does cost to upload your proposal.

The attached GRDA Unit 1 Cooling Tower Demolition Pre-Qualification Statement 2025 Excel Sheet must be completed and returned via email to eric.pipkin@grda.com NLT 12:00 PM CST 7 May 2025. This will be the only document that will be sent via email.

There will be a mandatory site visit on 8 May 2025 at 2:00 PM CST at the GRDA Unit 1 Cooling Tower site, 8142 HWY 412B Chouteau, OKLA. 74337. You will arrive at the North Gate and will then be escorted to the Cooling Tower. You must attend the site visit to submit a proposal for the project. Once the site visit is complete, only those on the sign in roster will be able to access Bid Express.

The Q&A for this project will close on 9 May 2025 at 12:00 PM CST. All Q&A must be processed through the Bid Express website. None will be processed via phone, fax, voicemail, or email.

The following Request for Proposal (“RFP”) Instructions and associated RFP documents are in
support of the GRDA Unit 1 Project, which Black & Veatch is providing engineering,
procurement services, and construction management services.
00150.1 Introduction
The contract terms and conditions, specifications, and proposal fill-in information documents
included in this Request for Proposal (RFP) are applicable to the Work. Bidder's proposal must
be submitted in strict accordance with the requirements of these documents.

00150.2 Project Overview
Oklahoma’s state-owned electric utility Grand River Dam Authority (GRDA) is proposing to
demolish a Unit 1 cooling tower at the Grand River Energy Center Facility (GREC) located in
Chouteau, Oklahoma, US. The Project is proposed as demolition of a cooling tower for Unit 1.
The GREC facility is currently home to coal fired Units 1 and 2, and a natural gas fired
combined cycle, Unit 3.

00150.4 Proposal Submission Instructions
GRDA must receive proposal by 2:00 PM CST, Friday, May 23rd, 2025.Proposals received
later than this date or submitted on forms other than those provided with these RFP documents
may be rejected. Proposals shall be submitted electronically using the Sealed Bid Process
through www.bidexpress.com.
Bidder is requested to electronically notify GRDA of its intention to submit or not to submit a
proposal. Bid Extensions must be requested through the Bid Express Website within 2 days after
the RFP has been issued.

Instructions to Bidders
00250.1 General Proposal Information
Provide the information requested and any supporting documentation necessary to permit a
complete analysis of your proposal. Preparation and submission of your proposal will be at your
sole cost. This RFP and any resulting discussions shall be treated as confidential. If you do not
agree to treat this RFP and associated discussions as confidential, delete or destroy this RFP and
any copies.
00250.2 Proposal Fill-In Information
Complete each line of the Microsoft Excel Proposal Fill-In Information in its entirety and submit
it in accordance with the RFP. When completing the Proposal Fill-In Information, do not alter
the form in any way or deviate from the terminology used or the unit of measure indicated.
Submit Proposal Fill-In Information in its original Microsoft Excel format, with no embedded
programming and no permissive encoding restricting access to the data provided.
00250.3 Proposal Validity Period
Indicate "Yes" in proposal fill in form, if your proposal is valid for ninety calendar (90) days
after the Proposal Due Date (the "Proposal Validity Period").
00250.4 Contractor Prequalification
In order to be considered for award, you must register and complete the B&V and GRDA pre-
qualification process which includes a questionnaire and uploading documents.
00250.5 Contractor Licensing
For Work that require a contractor’s license/certificate of responsibility, the Bidder MUST
comply with all requirements of the State Contracting Regulations. If Bidder is successful, then
Bidder will be responsible for acquiring any and all licenses (applicable contractor's license(s),
business license(s), etc.) and permits required to perform the work other than listed as provided
by Owner.
00250.6 Contract Agreement
Contractor shall review the contract terms within the RFP and provide a proposal which
considers accepting these terms. Any exceptions to these terms must be submitted via a red lined
word document of the agreement provided with the RFP.

00250.7 CONFIDENTIALITY NOTICE:
The Party in receipt of this Request for Proposal (“Bidder”) acknowledges and agrees that the
information provided in this Request for Proposal (“RFP”) or subsequent hereto, including any
attachments, is confidential in nature (“Confidential Information”). It is agreed by Bidder that all
Confidential Information; (i) will be kept confidential; (ii) will not be used in any way
detrimental to GRDA, Black & Veatch, or the Project, or in any manner other than for the
purposes of bidding in response to the attached RFP; (iii) will not, except as is necessary to
respond to this RFP, be disclosed to any third party in whole or in part without the prior written
consent of GRDA; and (iv) is and will remain the sole and exclusive property of GRDA. In the
event Bidder is not selected, Bidder shall cease using the Confidential Information and shall
return all Confidential Information to GRDA or destroy (at GRDA’s option) all Confidential
Information. To the extent any Confidential Information is shared pursuant to (iii) above, Bidder
agrees to bind any further recipient to confidentiality provisions no less stringent than this
provision. Bidder agrees that its obligations regarding the Confidential Information shall survive
and remain in effect for a period of five (5) years.
00250.8 Site Visit:
There will be a Mandatory Site Visit held 9 May 2025 at 2:00 PM CST at the Unit 1
Cooling Tower Site. You will report to the North Gate at 8142 HWY 412B Chouteau,
Okla. 74337 and will be escorted to the Cooling Tower. You must sign in when you arrive
to be qualified to be able to provide your proposal. The Bid Express Advertisement will be
restricted to the list of attendee’s once the site visit is complete.
