REQUEST FOR PROPOSAL
4th OF JULY FIREWORKS DISPLAYS

March 13, 2026

PURPOSE OF REQUEST

The City of Waukegan ("City") is requesting proposals for the purpose of providing one (1) 4th of July fireworks display for each of the following years: 2026, 2027, 2028, 2029 and 2030. The displays will be held at the City of Waukegan Water Plant (360 E. Sea Horse Drive) on July 4th.

The City's needs are outlined in the following Request for Proposal ("RFP"). The selected firm will be issued a five (5) year contract for services.

TIME SCHEDULE

The City anticipates the following timeline:

Issue RFP:  Friday, March 13, 2026
Deadline for Submittal of RFPs:  Friday, March 27, 2026
City Board Meeting for Approval:  Monday, April 6, 2026
Notify Firms: Tuesday, April 7, 2026

INSTRUCTIONS TO PROPOSERS

All proposals should be sent to:

All proposals must be in a sealed envelope and clearly marked: "RFP – 4th of July Fireworks Display".

All proposals must be received by 10:00 a.m. CST on March 27, 2026. An authorized representative must sign all proposals in ink. Two (2) print copies of the proposal must be sent to the City Clerk at the above address. No faxed, emailed or telephone proposals will be accepted.

Proposals should be prepared simply and economically.

City staff, in consultation with the Waukegan Fire Department, will evaluate proposals in accordance with the criteria set forth in this RFP and forward a recommendation to the City Council. The City Council reserves the right to accept or reject any proposal, to reject all proposals, and to authorize contract negotiations with the selected proposer prior to final award.
