Work Scope
The purpose of this Request for Proposal is to select a Contractor to perform professional services for groundwater sampling, analysis, 3rd party data validation and reporting of landfill monitoring wells and residential private potable wells at the Dorney Road (Oswald) Landfill Site (“Site”) located on Dorney Road in Upper Macungie Township, Pennsylvania.
Work at the site is being performed under a Unilateral Administrative Order between the Dorney Road (Oswald) Cooperating Respondents Group (“Cooperating Respondents”), represented by Ramboll Americas Engineering Solutions, Inc. (Ramboll) and the U.S. Environmental Protection Agency (USEPA) for Remedial Design and Remedial Action (Unilateral Orders).

Submittal
The City of Allentown will begin to receive sealed bids online via PennBid only at https://pennbid.bonfirehub.com. Submissions shall be opened electronically and publicly posted on PennBid’s website. Vendors must submit proposals online; those who fail to submit complete applications through PennBid will not be considered for award. Submissions must include a scanned copy of the Bid Bond as stated above through PennBid in the appropriate drop down. The PROPOSAL PAGE must be completed and submitted through PennBid. Other Forms must be completed and uploaded to PennBid.
Proposals may be withdrawn, altered or otherwise modified within PennBid at any time prior to the due date and time listed. Questions regarding this project shall be submitted via the “Ask a Question” feature in PennBid at https://pennbid.bonfirehub.com.
No faxed or emailed proposals will be accepted. Responses received after the prevailing date and time will be rejected as non-responsive.
