Description
The City is looking for proponents to submit proposals for street sweeping services on approximately 65 lane kilometers of various city roads, approximately 3.2 kilometers of Highway 16 (the highway with with Gutter only) and five (5) parking lots within the City boundaries.
Project Overview
The services will comprise of Street Sweeping services for the Project including, without limiting:
(i) Equipment:
(a) The contractor shall provide a minimum of two (2) sweepers including operators which have the capability to work independently as required.
(b) Brushes shall be new at the start of winter cleanup and be maintained throughout the contract period for proper good sweeping operations.
(ii) Requirements
(a) All refueling and repairs shall be performed at the expense of the Contractor and any time spent by the Contractor on refueling or repairs shall not be eligible for payment under the contract.
(b) In the event of a breakdown or equipment failure that prevents or delays sweeping operations, the Operations Manager or his designate shall be informed immediately. The City will not pay for equipment downtime while waiting for parts and repairs to be completed.
(iii) Contractors Operators
Operators shall have applicable licenses and qualifications and safe operation of all applicable equipment.
(iv) Traffic Control
(a) All traffic control and required devices shall be done in accordance with ‘Traffic Management Manual for Work on Roadways (TMM) 2020 Version’.
(v) Disposal
(a) The contractor will dump waste in a designated location set out by the City. The contractor will be required to provide a quantity of loads dumped by sweepers at the disposal site and this cost will be included in the RFP.
(vi) Water
(a) The City will provide a designated location for the contractor to fill their equipment and will not charge the contractor for the usage of water. Any other location used for water supply will have all applicable water fees charged to the Contractor.
(vii) Daily Reporting

(a) The contractor will be required to use an electronic tablet supplied by the city for GPS tracking purposes in each piece of equipment and upload their daily progress to a city website through electronic tablet.
(collectively, the “Services”) all to be carried out with consideration being given to a focus on value to the City and the Project budget.
