Addendum No. 2
REQUEST FOR PROPOSAL NO. 27-0043
STRATEGIC PLAN REFRESH
This Addendum and Clarification item forms a part of the RFQ Documents and modifies the
original RFQ Documents issued September 24, 2026. Acknowledge receipt of this Addendum on
the Addendum Form of the Request for Proposal. Failure to do so may subject to disqualification.
This Addendum consists of 5 Pages.
CLARIFICATION:
1. Question: “There appear to be defects in the RFP itself: the cost form asks for an "annual fee… over
the initial three-year term" for "Project & Construction Management Services"; the certification form
refers to "consulting services for collections"; and the contract term is listed as September 2026 to
February 2027, which starts before the award date.”
Answer: The Cost Form has been revised. Proposers shall use the revised Cost Form included in
Addendum No. 2 when submitting their proposals.
The contract term is hereby clarified to begin upon execution of the agreement and continue through
June 2027. Should the District determine that services are required beyond June 2027, the contract term
may be extended through a written amendment executed by the parties, subject to NOLA-PS approval.
2. Question: Does NOLA-PS have a preferred approach for stakeholder engagement (in-person, virtual,
or hybrid) for interviews, workshops, and Board presentations?
Answer: NOLA-PS does not have a preferred approach for stakeholder engagement. A hybrid approach
incorporating both in-person and virtual engagement is acceptable. However, presentations to the
Orleans Parish School Board should be conducted in person.
3. Question: Should the selected consultant(s) anticipate participation in regular Board meetings, special
workshops, or retreats as part of the engagement, and are any such Board meetings, workshops, or
retreats already scheduled that should be incorporated into the proposed work plan?
Answer: Yes. The selected consultant(s) should anticipate participating in Board meetings, special
workshops, and/or retreats as part of the engagement, as needed. At this time, no specific meetings,
workshops, or retreats have been scheduled for this purpose. Any necessary participation will be
coordinated with the selected consultant(s) as the project progresses.

Addendum No. 2
4. Question: Can NOLA-PS provide additional guidance on its expectations or preferences for stakeholder
engagement and whether any stakeholder groups beyond those identified in the RFP may be considered
as part of the planning process (e.g., students, families, teachers, school leaders, etc.)?
Answer: NOLA-PS may engage additional stakeholder groups, including school leaders and students,
as part of the strategic planning process. The specific groups and methods of engagement will be
determined as the planning process develops.
5. Question: Professional Services Compliance Checklist - the form includes a Notary signature for the
State of Louisiana in the box at the bottom. For firms outside of Louisiana, can the notary be
commissioned by a different state?
Answer: Yes. The notary can be commissioned by a different state.
6. Question: If no DBE certified in Louisiana is included at the proposal stage, does the DBE Checklist
still need to be submitted?
Answer: Yes, per OPSB Board Policy regarding DBE participation, It shall be the policy of the Orleans
Parish School Board (OPSB) to ensure every opportunity is made available to include disadvantaged
business concerns in its letting of contracts and purchases, by providing bidders for each contract or
purchase being bid. Moreover, the ability or desire of the Consultant/Prime Contractor to perform the
work of a contract with its own organization does not relieve the Consultant/Prime Contractor’s
responsibility to meet or exceed the District’s DBE contract goal. Proposers shall submit: DBE
Responsiveness Form 1, DBE Responsiveness Form 2 and the Verification of DBE Certification Form.
7. Question: Does the prime contractor need to be DBE certified, or just the subcontractor?
Answer: A certified DBE firm may serve as a Prime Contractor, or Subcontractor. Defined terms must
be listed via DBE documents submitted for review and approval.
8. Question: When both the prime contractor and the subcontractor are certified DBEs, does the
participation of both firms count toward the 35 percent goal, and which Appendix B forms should each
firm complete and sign?
Answer: Yes, the participation of both firms counts towards the 35 percent goal. The Respondent shall
submit: DBE Responsiveness Form 1, DBE Responsiveness Form 2 and the Verification of DBE
Certification Form as required.
9. Question: Will the selected consultant receive the District's Evolve progress reports and supporting data
at kickoff, and does the District use a standard data-sharing agreement for consultants?
Answer: We anticipate providing the selected consultant with a progress report or summary of the work
completed toward our NOLA-PS Evolve Strategic Plan, along with relevant supporting data and
information, at kickoff. We currently do not have a standard data sharing agreement for consultants as
part of the RFP contract template.
10. Question: Will the District provide existing implementation reports, progress assessments, performance
dashboards, Board materials, or other documentation describing progress toward the current plan’s
commitments?
Answer: We anticipate providing the selected consultant with a progress report or summary of the work
completed toward our NOLA-PS Evolve Strategic Plan, along with relevant supporting data and

information, at kickoff.
11. Question: Will these materials be made available before proposal submission or following contract
award?
Answer: The materials will be made available to the selected consultant following the contract award.
12. Question: Additionally, what confidentiality and data-access requirements will apply to District
information provided to the selected consultant?
Answer: The selected contractor shall comply with all applicable federal and state laws and regulations
governing the confidentiality of student records. The District’s confidentiality requirements apply to
student records to the extent that the contractor is granted access to such records during the engagement.
13. Question: Can the District clarify how ownership and permitted use of pre-existing consultant
methodologies, analytical frameworks, templates, and other intellectual property will be distinguished
from work products developed specifically for NOLA Public Schools under the resulting contract?
Answer: Any pre-existing methodologies, analytical frameworks, or other intellectual property brought
to the engagement by the consultant will remain the property of the consultant. Any work products or
deliverables developed specifically for NOLA Public Schools as part of the engagement will be owned
by the District.
14. Question: Can the District clarify whether the refreshed strategic plan is intended to address only
priorities within the direct administrative authority of NOLA Public Schools and the Orleans Parish
School Board, or whether the planning process may also identify systemwide priorities requiring
coordination with independently governed charter school operators or other institutional partners?
Answer: The refreshed strategic plan is intended to address both priorities within the direct authority of
NOLA Public Schools and the Orleans Parish School Board, as well as broader systemwide priorities,
as reflected in the current strategic plan.
15. Question: Can the District clarify whether the anticipated engagement scope is limited to these
identified groups or whether participation by charter school operators, educators, students, families, and
community stakeholders is expected or permitted within the proposed project scope and budget?
Answer: NOLA-PS may engage additional stakeholder groups, including school leaders and students,
as part of the strategic planning process. The specific groups and methods of engagement will be
determined as the planning process develops.
16. Question: Does NOLA Public Schools currently maintain baseline performance measures or established
reporting systems associated with the existing Evolve commitments?
Answer: Yes. NOLA Public Schools currently maintain baseline performance measures or established
reporting systems associated with the existing Evolve commitments.
17. Question: Will the selected consultant have access to these measures and relevant historical data to
support development of the refreshed strategic framework?
Answer: We anticipate providing the selected consultant with a progress report or summary of the work
completed toward our NOLA-PS Evolve Strategic Plan, along with relevant supporting data and
information, at kickoff.
