RFP- Storm Flood Mitigation Assessment at a Tributary to the Van Winkle Brook

The Township of Millburn is soliciting proposals through a non-fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq for environmental engineering consulting services required to conduct a study of an approximately two-mile long section of a stream channel which is tributary to the Van Winkle Brook. The purpose is to determine if flooding in the Glenwood neighborhood of Millburn Township in the vicinity of Meadowbrook Road and Woodland Road can be mitigated by either detention of excess stormwater upstream of the impacted area or by increasing flow capacity under Millburn Avenue and potential detention of excess stormwater downstream. Please refer to Appendix A at the end of these specifications for the project area.

Sealed proposal submissions shall contain: one (1) original printed proposal, two (2) printed copy proposals, and one (1) electronic copy provided on a flash drive. Sealed proposal submissions shall be received by the Business Administrator by 4:00 PM, local prevailing time, on June 9, 2026 located at Millburn Town Hall, located at 22 East Willow Street, Millburn, NJ 07041.
