    SECTION 00030
    REQUEST FOR PROPOSALS
    THE BARTOW COUNTY, GEORGIA, BOARD OF EDUCATION (the “Board”),
    pursuant to the provisions of O.C.G.A. § 36-91-1, et. seq., herein seeks competitive
    proposals from General Contractors for the construction of:
    SPACE MODIFICATIONS
    FOR A NEW STEM LAB
    INTERNATIONAL STUDIES
    CASS HIGH SCHOOL
    1000 Colonel Way
    White, Georgia 30184
    The requirements for construction of the Project, and the duties and responsibilities of the
    General Contractor whose Proposal is accepted, are set forth in the Contract Documents
    which include the Instructions to Proposers; Contract for Construction and Incorporated
    General Conditions (the “Contract”); Supplementary and other conditions; the drawings;
    the specifications; and, any addenda issued by the Architect.
    General Contractors interested in submitting Proposals must obtain the Contract
    Documents by contacting the Project Architect; DeLoach Architects, P.O. Box 6926
    (721 Walnut Street) Macon, Georgia, 31208 478/742-4999 – FAX 478/742-5207 –
    email: arch.group@deloacharchitects.com and requesting a password and link to
    DeLoach Architects online FTP site. Construction Documents will not be sent to plan
    rooms.
    Contract Documents may be downloaded or hard copies may be ordered through
    DeLoach Architect’s office. Please call 478/742-4999 to request a password and link.
    No partial sets will be downloaded or printed. No deposits are required and not refunds
    will be made.
    A mandatory pre-proposal meeting has been scheduled for Thursday, May 14, 2020
    @ 9:00 am, EST, at Cass High School located at 1000 Colonel Way, White, Georgia.
    This meeting is mandatory for all General Contractors. All individuals that are
    interested in attending should contact DeLoach Architects before 3:00 pm on
    Wednesday, May 13, 2020.
    The Contract Documents require, among other things, the furnishing of all materials,
    labor and equipment for the construction of the Project. The Board reserves the right to
    make available other relevant documents or information concerning the Project.
    Any Proposal submitted in response to this Request should comply strictly with all
    requirements set forth in the Instructions to Proposers. Any such Proposal must contain
    the completed Proposal Form setting forth the contractor’s proposed lump sum contract
    price for full and compete construction of the Project in conformity with all requirements

    of the Contract Documents. Any Proposal must include a fully executed Bid Bond in the
    amount of five percent (5%) of the proposed lump sum contract price (exclusive of any
    alternates and unit prices) in the form required by the Instructions to Proposers. Any
    General Contractor submitting a Proposal must also provide the names and addresses for
    each major sub-contractor who the General Contractor intends to use on this Project. The
    Board, in its evaluation of Proposals, will rely upon a General Contractor’s identification
    of proposed sub-contractors. No substitution of subcontractors is allowed, and in the
    event of any attempted substitution after the date set for the Board to receive Proposals,
    the board may, in its sole discretion, disqualify any proposal from consideration or cancel
    any contract awarded to any such General Contractor.
    In evaluating Proposals, the Board may seek additional information from any General
    Contractor concerning such General Contractor’s Proposal or its proposed
    subcontractors’ qualifications to construct the Project.
    The Board intends to award the construction contract to the responsible and responsive
    General Contractor whose Proposal is determined in writing to be the most advantageous
    to the Board, taking into consideration the following evaluation factors which are listed in
    their order of relative importance:
    A. The General Contractor’s proposed lump sum contract price for full and
    complete construction of the Project in conformity with all requirements of the
    Contract Documents. (Possible 35 Points)
    Lowest Price:
    35 Points
    0 – 1% variance from low price:
    30 Points
    1% - 3% variance from low price:
    25 Points
    3% - 5% variance from low price:
    20 Points
    Greater than 5% variance from low price:
    15 Points
    B. The General Contractor’s proposed use of sub-contractors with a physical
    office located in Bartow County for this Project. (Possible 20 Points)

    C. The General Contractor’s experience with projects of similar scope and cost
    (similar to this Project) that the contractor has successfully completed within the
    last ten (10) years. Scoring will be as follows: (Possible 10 Points)
    One Project:

    Three Projects:
    6 Points
    Four Projects:
    8 Points
    Five or more Projects:
    10 Points
    D. The General Contractor’s previous bid participation for Bartow County Board
    of Education construction projects within the last five (5) years. Scoring will be
    as follows: (Possible 10 Points)

    Five (5) or more Projects:

    E. The qualifications and experience of those personnel whom the General
    Contractor will assign the Project. (Possible 10 Points)
    General Contractor’s Project Manager:

    General Contractor’s Project Superintendent 1-5 points based on
    experience
    F. The General Contractor’s history of successfully constructing projects without
    unnecessary contractual disputes, claims, arbitration or litigation in the past 5
    years. (Possible 10 Points)

    G. The General Contractor’s experience in previous Bartow County Board of
    Education construction projects in the previous ten (10) years.

    The executed Proposal Form, the General Contractor’s Bid Bond, the General
    Contractor’s Qualifications Statement and Questionnaire, the General
    Contractor’s Subcontractor Listing, and any other information as the General
    Contractor deems appropriate to submit for the Board’s evaluation must be
    emailed to the Purchasing Specialist (Mr. Albert Zielke) at
    albert.zielke@bartow.k12.ga.us no later than 2:00 p.m. Tuesday, June 2,
    2020.
    When your proposal is complete and ready, send an introductory email to the
    Purchasing Specialist (Mr. Albert Zielke) at albert.zielke@bartow .k12.ga.us to
    notify Mr. Zielke that your proposal is forth coming and to establish
    communication with Mr. Zielke.
    Immediately following your establishment of communication with Mr. Zielke,
    email your complete proposal package to the Purchasing Specialist (Mr. Albert
    Zielke) at albert.zielke@bartow.k12.ga.us.
    Due to the potential time delay with several proposers possibly sending their
    proposals at the same time – PLEASE DO NOT WAIT TO THE LAST
    MINUTE TO EMAIL YOUR PROPSAL!
    Please include the wording “STEM LAB-CASS HIGH SCHOOL” in your
    email subject line.
    Once Mr. Zielke has received your emailed Proposal, he will confirm receipt by
    email.
    At the discretion of the Board, and in conformity with the applicable provision of
    Georgia Law, the Board may afford General Contractors an opportunity for
    subsequent discussion, negotiation, and revision of Proposals. The Board
    reserves the right to reject any or all Proposals and to waive any technicalities or
    formalities.
    Any Proposal submitted in response to this Request shall remain open for
    acceptance by the Board, and same shall be honored by the General Contractor,
    for a period of Sixty (60) days from the date set forth hereinabove for the receipt
    of Proposals.
    Any questions or comments concerning this Request for Proposals should be
    addressed in writing to the Architect at the address as set forth hereinabove.
