RFP # 25261004 Statewide Variable Speed Limits (HSIP): Rich Hwy MP 341-362 (NR) and Seward Hwy MP 90-118 (CR)

The State of Alaska Department of Transportation and Public Facilities (DOT&PF ) is soliciting professional engineering services for the planning, design, and implementation of a road weather-based Variable Speed Limit (VSL) system along the 4-lane section of the Richardson Highway from MP 341-362 and the undivided Seward Highway from MP 90-118. The primary goal of this project is to reduce winter-weather-related crashes by dynamically managing speed and speed differentials based on real-time roadway and environmental conditions.

A complete description of services is contained in the RFP Package.  Estimated period for performance of the Agreement is approximately May 2026 through December 2028 . Cost of these professional services is expected to be in the range of greater than a $1,000,000.

The Request for Proposals (RFP) Package will be available February 17, 2026 , and may be downloaded from our web site at: https://dot.alaska.gov/procurement/awp/awp-rfp-cal.cfm Or the RFP may be obtained in person from the DOT&PF plans room at the Engineering Services Building, Room 3, 2301 Peger Road, Fairbanks, Alaska.  Persons residing outside the City of Fairbanks may obtain an RFP Package through the mail by telephoning (907) 451-2247 or TDD number 711 or 1-800-770-8973. (for Hearing Impaired, requires special equipment).  There is no charge for the RFP package.

FOLLOW INSTRUCTIONS IN THE RFP FOR SUBMITTING PROPOSALS: Proposals must conform to the RFP and be submitted with specified forms.  Submittals must be received at the address indicated on the RFP no later than March 12, 2026 , 4:00 p.m., prevailing time.

The Northern Region Contracts Section will accept electronic (Zendto) submission of proposals.
