SR 17 is the only direct route from the Monterey Bay Area to the San Francisco Bay Area and despite its role as a high-volume major arterial, much of SR 17 is located in a rural, mountainous, forested area that is continuously threatened by wildfire, precipitation, mudslides, and other emergencies. As the effects of climate change intensify in the near future, the disruptions currently experienced on SR 17 are expected to worsen. There is a need for the corridor to be prepared to serve demand in case of emergencies. The SR 17 Resiliency and Adaptation Plan (Plan) will document and study the role SR 17 plays in responding to larger scale climate-related emergencies.

This SR 17 Resiliency and Adaptation Plan will further the California Transportation Plan 2050 safety, climate, accessibility, and infrastructure goals. It will increase resilience to climate change by exploring adaptation planning projects along the corridor while providing safety and maintaining a high-quality transportation system for all users. The Plan will also advance the strategies and actions from the Climate Action Plan for Transportation Infrastructure (CAPTI) and prioritize projects that align with the Guiding Principles of assessing physical climate risk and making safety improvements to reduce fatalities and severe injuries.

One of the key elements of the Plan is to collaboratively develop corridor goals and appropriate performance measures. These performance measures will then be used to evaluate adaptation options for SR 17 to ensure that it is able to withstand future climate change impacts.
