Overview
The Town of Shelburne, Vermont (“Town”) is soliciting proposals from qualified engineering
consulting firms to provide professional engineering and permitting services for the replacement of the
existing large-diameter culvert located at the South Park Road crossing of McCabe’s Brook.

Context and Background
The Town of Shelburne proposes to replace a large-diameter culvert located at the South Park Road
crossing of McCabe’s Brook, whose structure is considered high risk. South Park Road, which is
classified as a class 3 town highway, provides primary access to Shelburne’s industrial park and is a
vital transportation corridor supporting daily employee traffic, freight deliveries, and emergency service
access. Constructed in 1994, the structure consists of a 13’-3” wide, 9’-4” high CSPA multi-plate bolted
construction culvert with associated reinforced concrete headwalls, wingwalls and apron system. The
stream conveyance under the roadway embankment is 113 feet in length and the existing structure is at
its mid-to-late service life.
Due to age, ongoing hydraulic loading and repeated storm events, the structure is exhibiting serious
signs of deterioration and reduced hydraulic efficiency and is assessed at a high risk of collapsing.
Additionally, the structure was designed to standards and rainfall assumptions that pre-date current
understanding of storm intensity and frequency. Among other vulnerabilities, the structure displays
localized heaving of the culvert invert, substantial invert deterioration, groundwater infiltration, erosion

at the inlet and outlet, and displacement of stone fill, resulting in the formation of a plunge pool
extending approximately 3 feet below the culvert channel invert. Failure or impairment of the culvert
would significantly disrupt business operations and local economic activity.
Earlier in 2026, the Town commissioned an engineering firm, to undertake a site inspection of the South
Park Road culvert and to present an alternatives analysis for rehabilitation/replacement of the culvert.

The Town anticipates replacing the existing structure with a likely bottomless box culvert that will need
to meet current engineering, environmental, and regulatory standards.
Scope of Work and Deliverables
The Town seeks comprehensive engineering and permitting services to include, but not limited to:
Task 1 – Assessment and Planning
• Conduct comprehensive assessment of existing large-diameter culvert located at South Park
Road crossing of McCabe’s Brook
• Review available reports
• Conduct field investigations
• Perform topographic survey
• Evaluate drainage patterns
• Assess existing utilities
• Document existing culvert conditions
• Review available geotechnical information and identify additional investigation needs
• Prepare a detailed project schedule
• Coordinate with Town staff throughout the project
• Geotechnical engineering assessment
• Subsurface investigations – soil boring to access bedrock depth

Task 2 - Hydraulic and Hydrologic Analysis

regarding hydraulic requirements and river and stream permits

Fee Proposal
The budget for this project is $80,000 to provide professional engineering and permitting services for the
replacement of the existing large-diameter culvert located at the South Park Road crossing of McCabe’s
Brook.
The consultant should provide a detailed, itemized fee proposal for all engineering services to include (i)
schematic, preliminary and final design and (ii) permitting.
The fees to be paid shall remain valid for the duration of the satisfactory completion of the contract and
shall represent the consultant’s complete cost to perform the scope of services described in this Request
for Proposals.
Proposal Submission Requirements
Proposals must include the following information:
• Cover letter introducing the firm and summarizing qualifications
• List of project team members with qualifications, resumes, and professional registrations
• Description of firm’s experience to include a strong civil engineering background with direct
experience in culvert and drainage projects
• Demonstration of skilled personnel in geotechnical, hydraulic and construction engineering.

• Examples of similar projects completed, including before/after photos where available
• Proposed methodology and approach to the project, including suggested project timeline
• Detailed cost proposal broken down by tasks
• Hourly rate schedule for work outside the scope of this request
• Professional references from at least three recent similar projects
• Evidence of professional liability insurance
Proposals shall provide evidence of demonstrated successful proven experience in culvert design,
drainage systems and roadway infrastructure projects. Ability to assess soil conditions, load-bearing
capacity and water flow characteristics for culvert foundations and performance is highly desirable.
Experience with relevant state agencies and Vermont’s River Management Program is an added benefit.

Basis for Selection
All proposals will be evaluated by a selection committee consisting of Town of Shelburne staff.
Proposals will be reviewed based on the evaluation criteria and a demonstrated ability to provide high
quality services in a timely manner.
The Town reserves the right to seek clarification of any proposal submitted and to select the proposal
considered to best promote public interest. Times for candidates to interview Town officials will be
scheduled after the submittal deadline.
All proposals become the property of the Town of Shelburne upon submission. The cost of preparing
and submitting a proposal is the sole expense of the consultant. The Town reserves the right to reject any
and all proposals received as a result of this solicitation, to negotiate with any qualified source, to waive
any formality and any technicalities or to cancel the RFP in part or in its entirety if it is in the best
interest of the Town. This solicitation of proposals in no way obligates the Town to award a contract.
Supporting data and documents generated by the retained consultant in the performance of this contract
shall become the property of the Town. The consultant must retain copies of the files and documents.
