REQUEST FOR PROPOSALS
The City of Concord, New Hampshire (“City”) wishes to enter into five (5) year contract for a
Contractor to provide SOLID WASTE AND RECYCLING COLLECTION SERVICES in the
City, starting July 1, 2024. In addition to the criteria set forth below, the Contractor must not be
in default on any federal, state, or local government contract within the past five years.
An overview and detailed scope of services requested and qualifications are provided in this Request for
Proposals, which is inclusive of all attachments (“RFP”), which are as follows:

• Attachment C – Curbside Toter Locations
• Attachment D – Containerized Multifamily Locations
• Attachment E – Containerized Municipal and School Locations
• Attachment F – Downtown Solid Waste Removal District Map
• Attachment G – Containerized Downtown Solid Waste District Locations
• Attachment H – Concord, NH Transfer Station Fee Schedule
• Attachment I – Contract Documents
Responses to this RFP in accordance with all criteria set forth herein (“Proposals”) must be
received not later than 2:00 PM on November 30, 2022 (“Proposal Due Date”) from interested
firms, to be eligible for consideration by the City. Each Proposal shall be submitted to the
Purchasing Division, City of Concord, 311 North State Street, Concord, NH 03301 in a
sealed envelope which is clearly marked:
"RFP 08-23
SOLID WASTE AND RECYCLING
COLLECTION SERVICES"
Requests may be issued only by the Purchasing Manager, or his/her designee, to authorized
firms, and are not transferable unless authorized by the Purchasing Manager.
Complete copies of RFP 08-23 are available from the Purchasing Division, located at the
City of Concord, Combined Operations & Maintenance Facility, 311 North State Street,
Concord, NH 03301 (603) 230-3664 or on-line at www.concordnh.gov/purchasing.
A Mandatory Pre-proposal Meeting shall be held on October 18, 2022 at 10:00 AM at the

General Service Department, 311 North State St, Concord, NH 03301. Please note that
Contractor attendance at this meeting is important to the City and shall be one of the criteria on
which each Proposal is evaluated.
Each Proposal shall be accompanied by a certified check, cash, check drawn by a New
Hampshire bank or proposal bond for and subject to the conditions provided in this RFP. The
amount of such proposal deposit shall be ten percent (10%) of the total proposal cost for year
One (1) and made payable to the City of Concord, New Hampshire.
The successful Contractor shall furnish a performance bond and a separate payment bond in the
amount of one hundred percent (100%) of the contract cost , for all services, for year 1.
Each bond shall be maintained for the entire length of the Contract and upgraded, with written
originals submitted to the City’s Purchasing Manager, annually to reflect any price increases.
All Proposals received will be considered confidential and not available for public review
until after a Contractor has been selected.
The City reserves the right to reject any or all proposals or any part thereof, to waive any
formality, informality, information and/or errors in the proposal, to accept any proposal in part or
in whole as may be in the best interest of the City, or to purchase SOLID WASTE
COLLECTION and RECYCLING SERVICES on the open market or any other option if it is
considered in the best interest of the City to do so.
Failure to submit all information as detailed on the Proposal Submission Checklist and/or
submission of an unbalanced proposal are sufficient reasons to declare a proposal as non-
responsive and subject to disqualification.
The contract awarded under this RFP will be inclusive of the RFP and the Proposal accepted
by the City (“Contract”).
