RFP: Shared Bike & Scooter Program

The Department of Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Proposals (the “RFP”) for the Shared Bike & Scooter Program. RFP documents will be available for download at www.bidnetdirect.com/cityandcountyofdenverdoti .

General Statement of Work: The City and County of Denver (City) is seeking a qualified shared micromobility operator to provide rentable devices and programmatic services under a branded, integrated platform.

A Pre-Proposal Meeting will be held on October 1, 2025, at 11:00 a.m. local time. To access the meeting, please call 720-388-6219 and enter the conference ID: 685 114 243# or join via Microsoft Teams Meeting . Proposers are responsible for any information conveyed at this meeting.

Questions Deadline: October 15, 2025, at 2:00 p.m. local time.

Proposals will only be received via the online electronic bid service through BidNet . Proposals are due at 2:00 p.m. on October 29, 2025 . Late submissions will not be accepted.

Minimum Wage: City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.

General: As the City’s best interests may appear, the Executive Director of Transportation and Infrastructure (DOTI) reserves the right to waive informalities in, and to reject any or all, proposals.
