PROPOSAL TITLE: SECURITY GUARD SERVICES RE-BID
You are invited to submit proposals in accordance with the requirements of this solicitation which are contained herein.
In order for your proposal to be considered, it must be received in the Purchasing office not later than the date and time
as listed above. Solicitation documents are posted on BidNetDirect. To view the general RFP information and receive
notices by email, register with BidNetDirect. Registration is free. Solicitation documents are also available at
www.shreveportla.gov/Solicitations. BidNetDirect shall be the official source of solicitation documents.
It shall be the responder's responsibility to make inquiry as to the addenda issued. All inquiries pertaining to this RFP
shall reference RFP number as shown above. Paper proposals received by the Purchasing Office after the time specified
will be documented and then returned to the Offeror unopened. Due to the possibility of negotiation with all Offerors, the
identity of any Offeror or the contents of any proposal will not be public information until after the contract award is made.
Paper proposals and modifications received in response to this Request for Proposals shall be time stamped upon receipt
and secured in the Purchasing Division until the established due date. Attendance by the submitter on the established
due date is unnecessary, because submittals will be opened at a later time in the presence of a procurement employee or
selection committee member.
The proposals must be signed in ink by an official authorized to bind the Offeror, and it shall contain a statement to the
effect that the proposal is firm for a period of at least 120 days from the closing date for submission of proposals. Paper
proposals must be submitted using the envelope format as provided in this solicitation document in a sealed
opaque envelope/container showing the above proposal title, number, opening date, time of opening and
appropriate license number(s) on the outside of the envelope or if a sealed container is used, then all this
information shall be shown on the top of the container. The City does not accept faxed or emailed responses for
formal solicitations.
All submittals (see Part V, Submission Requirements) received in response to this Request for Proposals will be rated by
the City's Selection Committee, based upon the Evaluation Criteria as listed in Part IV. If the best Offeror is clearly
identified from the point summary, there will not be a need for oral presentations. If not, then an oral presentation from a
minimum of two (the highest rated) firms shall be required. This solicitation does not commit the City to award a contract,
to pay any costs incurred in the preparation of a proposal, or to procure or contract for the articles of goods or services.
The City reserves the right to accept or reject any or all proposals received as a result of this request, to waive
informalities, to negotiate with all qualified Offerors, or to cancel in part or in its entirety this proposal, if it is in the best
interest of the City to do so.

PART I
GENERAL INFORMATION
1.0 Proposals will be considered as specified herein or attached hereto under the terms and conditions of this
proposal.
2.0 Proposals must be made in the official name of the firm or individual under which business is conducted
(showing an official business address) and must be signed in ink by a person duly authorized to legally bind the
person, partnership, company, or corporation submitting the proposal.
3.0 Offerors are to include all applicable requested information and are encouraged to include any additional
information they wish to be considered.
4.0 It is up to you to make sure that all the information requested is returned to us by using the envelope format
shown in this package.
5.0 Each Proposer shall submit one (1) signed original response. Five (5) additional copies of the proposal

7.0 EXPENDITURE
7.1 Estimated Expenditure: $241,000.00
8.0 CONFIDENTIAL INFORMATION, TRADE SECRETS, AND PROPRIETARY INFORMATION
8.1 The designation of certain information as trade secrets and/or privileged or confidential proprietary information
shall only apply to the technical portion of the proposal. The financial proposal will not be considered
confidential under any circumstance. Any proposal copyrighted or marked as confidential or proprietary in its
entirety may be rejected without further consideration or recourse.
8.2 For the purposes of this procurement, the provisions of the Louisiana Public Records Act (La. R.S. 44.1 et.
seq.) shall be in effect. Pursuant to this Act, all proceedings, records, contracts, and other public documents
relating to this procurement shall be open to public inspection. Proposers are reminded that while trade secrets
and other proprietary information they submit in conjunction with this procurement may not be subject to public
disclosure, protections must be claimed by the Proposer at the time of submission of its Technical Proposal.
Proposers should refer to the Louisiana Public Records Act for further clarification.
8.3 The Proposer shall clearly designate the part of the proposal that contains a trade secret and/or privileged or
confidential proprietary information as "confidential" in order to claim protection, if any, from disclosure. The
Proposer shall mark the cover sheet of the proposal with the following legend, specifying the specific section(s)
of the proposal sought to be restricted in accordance with the conditions of the legend:
8.4 "The data contained in pages _____ of the proposal have been submitted in confidence and contain trade
secrets and/or privileged or confidential information and such data shall only be disclosed for evaluation
purposes, provided that if a contract is awarded to this Proposer as a result of or in connection with the
submission of this proposal, the City of Shreveport shall have the right to use or disclose the data therein to the
extent provided in the contract. This restriction does not limit the City of Shreveport's right to use or disclose
data obtained from any source, including the Proposer, without restrictions."
8.5 Further, to protect such data, each page containing such data shall be specifically identified and marked
"CONFIDENTIAL".

8.6 If the Proposer's response contains confidential information, the Proposer should also submit a redacted copy
of their proposal along with their original proposal. When submitting the redacted copy, the Proposer should
clearly mark the cover as such - "REDACTED COPY" - to avoid having this copy reviewed by an evaluation
committee member. The redacted copy should also state which sections or information has been removed. The
proposer should also submit one (1) electronic redacted copy of its proposal on a USB flash drive. The redacted
copy of the proposal will be the copy produced by the City if a competing proposer or other person seeks review
or copies of the Proposer's confidential data.
8.7 If the Proposer does not submit the redacted copy, it will be assumed that any claim to keep
information confidential is waived.
8.8 Proposers must be prepared to defend the reasons why the material should be held confidential. By submitting
a proposal with data, information, or material designated as containing trade secrets and/or privileged or
confidential proprietary information, or otherwise designated as "confidential", the Proposer agrees to indemnify
and defend (including attorney's fees) the City and hold the City harmless against all actions or court
proceedings that may ensue which seek to order the City to disclose the information.
8.9 The City reserves the right to make any proposal, including proprietary information contained therein, available
to other agencies or organizations for the sole purpose of assisting the City in its evaluation of the proposal. The
City shall require said individuals to protect the confidentiality of any specifically identified proprietary
information or privileged business information obtained as a result of their participation in these evaluations.
9.0 Additionally, any proposal that fails to follow this section and/or La. R.S. 44:3.2.(D)(1) shall have failed to
properly assert the designation of trade secrets and/or privileged or confidential proprietary information and the
information may be considered public records.

Part II
INTRODUCTION
1.0 PROJECT BACKGROUND
1.1 The City of Shreveport operates and maintains water facilities and storage tanks at several locations
scattered throughout the city. It also owns, operates, and maintains the Cross Lake levee, dam, and
associated flood gates.
1.2 The City needs to protect these facilities and minimize their risk to intrusion, penetration, and/or damage or
destruction by terrorists, saboteurs, or other persons with evil intents.
1.3 It also needs to prevent City owned assets in the form of tools, equipment, and other portable assets from
unauthorized removal from City property.
1.4 Contractors are encouraged to inspect, examine, and become familiar with the locations and layouts of each
facility to be protected.
2.0 INTENT
2.1 It is the intent of the City of Shreveport to solicit proposals for armed security guard services at facilities in the
Department of Water & Sewerage.
3.0 PURPOSE
3.1 The purpose of this contract is to obtain security services for the North Regional Wastewater Treatment plant
and Amiss Water Treatment Plant. This will include:
3.1.1 Security protection for City of Shreveport water facilities, storage tanks, related infrastructure, and any other
city owned property, including the Cross lake levee, dam, and associated flood gate.
3.1.2 Primary emphasis will be on protecting the 35 acre Amiss Water Treatment Plant and Cross Lake dam from
terrorist/saboteur intrusion/attack and to search for, detect, and report hidden bombs or biochemical and/or
other weapons that could cause damage to the water treatment plant, or the treated water in which
it produces. Coverage will be 24 hours per day, 7 days per week, 52 weeks per year (excluding city observed
holidays).
3.1.3 Security protection for the North Regional Wastewater facility and other City owned property on North
Regional Road, managing access by employees, visitors, and contractors. They will also provide video and
visual monitoring of equipment and systems when the facility is unoccupied. Coverage will be on two
designated shifts, 7 days per weeks, 52 weeks per year (excluding City observed holidays).
3.1.4 The selected security firm may be asked to patrol and check the security of the outlying water storage facilities
and to prevent unauthorized removal of City-owned property from the plant. Transportation will be provided
for tours of these outlying areas.
3.1.5 The City of Shreveport reserves the right to reduce/increase the guard coverage/shifts at any time during the
contract period. Written notification will be sent to the contractor ahead of time outlining any changes to the
guard schedule.
4.0 TERM OF CONTRACT
4.1 The term of any contract resulting from this solicitation shall be for one year from the date of award, unless
terminated or extended in accordance with the provisions listed herein. The City of Shreveport reserves the
right to renew any resultant contract(s), if mutually agreeable with the consultant, for four additional years in
one-year increments with price changes limited to Price Changes paragraph below, unless prices are
requested for a longer period in this RFP.
5.0 PRICE CHANGES
Prices will be firm for the contract term as specified in paragraph 4 above. After the term of the contract, the
consultant may request price increases that are limited to the increase in the Consultants actual documented
cost of doing business or the appropriate CPI or PPI, whichever is lower. Written requests for price increases

must be sent by Certified Mail-Return Receipt Requested. The City reserves the right to accept or reject the
price increase within fifteen days after receipt of the request. Should the City reject the price increase, the City
reserves the right to cancel the contract and award to the next best Offeror or to solicit new proposals. No
increase will be effective until approved in writing by the Purchasing Agent. Any decrease in the cost of the
contract items shall be forwarded to the Purchasing Office with immediate inception into the contract. Any
decrease in pricing shall not be less than the appropriate CPI or PPI.
6.0 AWARDS
6.1 An award resulting from this request shall be awarded to the responsive and responsible Offeror whose
proposal is determined to be most advantageous to the City, taking into consideration price and the
evaluation factors set forth in the RFP; however, the right is reserved to reject any and all proposals received,
to waive any informalities, and in all cases the City will be the sole judge as to whether an Offerors proposal
has or has not satisfactorily met the requirements of this RFP.
7.0 EVALUATION OF PROPOSALS FOR MULTIPLE AWARDS
7.1 In addition to other factors, proposals will be evaluated on the basis of advantages to the City that might result
from making more than one award (multiple awards). For the purpose of making this evaluation,
administrative costs to the City for issuing and administering each contract awarded under this invitation will
be considered, and individual awards will be for the items and combinations of items which result in the lowest
aggregate price to the City, including such administrative costs.
8.0 INSURANCE REQUIREMENTS
8.1 The Contractor shall provide evidence of adequate liability, Automobile and Worker's Compensation coverage
to protect himself and the City of Shreveport.
8.2 It shall be the responsibility of the Purchasing Agent and the professionally employed personnel to determine
what is considered an equivalent product on any and all projects in which they have been legally employed to
perform professional services.
9.0 PURCHASE ORDER REQUIREMENT
9.1 The City of Shreveport shall not be responsible for invoices exceeding $1,000 that do not have a written
purchase order covering them.
10.0 PUBLIC ACCESS TO PROCUREMENT INFORMATION
10.1 Proposals will be available for public inspection at the time and date approved by the Purchasing Agent.
11.0 PAYMENTS DUE THE CITY
11.1 Section 26-211 of the City's Code of Ordinances requires the following:
11.1.1 On every contract to which the City is a party and for which written specifications are prepared, the
specification shall include the requirement that before the contract is awarded the contractor shall pay all
taxes, licenses, fees, and other charges which are outstanding and due to the City.
11.1.2 No contract to which the city is a party shall be awarded to any person who:
11.1.3 Has not paid all taxes, licenses, fees and other charges which are outstanding and due the city, or owns any
property which is adjudicated to the city, or which has demolition liens, grass cutting liens, or any other
property standards liens on it, or owns more than 25% of a legal entity that owns any property which is
adjudicated to the city, or which has demolition liens, grass cutting liens, or any other property standards liens
on it.
11.1.4 For purposes of this section, Own shall mean to be the last record owner of property prior to a tax sale or
adjudication.
11.1.5 Bids/proposals will not be accepted from, or contract awarded to any person, firm, or corporations which have
at any time failed to execute a contract that has been awarded to them by the City, or which is in arrears to
the City upon debt or contract, or which is a defaulter as surety or otherwise upon any obligation to the City.
12.0 ASSIGNMENT
12.1 This contract shall not be assigned without the prior written consent of the city through its Mayor.

13.0 UNSATISFACTORY WORK
13.1 The City shall not be obligated to pay for unsatisfactory work.
14.0 COMPLIANCE WITH CIVIL RIGHTS LAWS
14.1 By submitting and signing this bid, bidder agrees to abide by the requirements of the following as applicable:
Title VI and VII of the Civil Rights Act of 1964, as amended by the Equal Opportunity Act of 1972, Federal
Executive Order 11246, Federal Rehabilitation Act of 1973, as amended, the Veterans Readjustment
Assistance Act of 1974, Title IX of The Education Amendments of 1972, the Age Act of 1975, and bidder
agrees to abide by the requirements of the Americans with Disabilities Act of 1990. Bidder agrees not to
discriminate in its employment practices and will render services under any contract entered into as a result of
this solicitation without regard to race, color, religion, sexual orientation, national origin, veteran status,
political affiliation, or disabilities. Any act of discrimination committed by the bidder, or failure to comply with
these statutory obligations when applicable, shall be grounds for termination of any contract entered into as a
result of this solicitation.
15.0 JOINT VENTURE
15.1 If the Proposer is a joint venture, provide the following information:
15.1.1 Date of formation
15.1.2 Name and address of each venture partner
15.1.3 Principals of each venture partner
15.1.4 Venture partner holding the majority interest in the venture and its percentage of interest
15.1.5 Proposer shall include a copy of the Joint Venture agreement as an attachment to proposal. Such attachment
shall not count in the page limit.

PART III
SCOPE OF WORK
1.0 CONTRACT MANAGEMENT & ADMINISTRATION:
1.1 The Superintendent of the water treatment plant, or designated representative, will represent the City on all
matters pertaining to the management and administration of this contract.
1.1.1 The contractor is to communicate and coordinate all contractual matters with the Superintendent.
1.1.2 For routine day to day security matters, the contractor's security personnel are to respond to, and work, at
the direction of the Amiss Plant senior operator on duty. Contact personnel for North Regional is Chief
Supervisor Marvin Iman at marvin.iman@shreveportla.gov and/or 318-780-3816.
1.2 The contractor is to designate, by name, their point of contact for the management and coordination of this
contract.
1.21 Additionally, the contractor is to supply the names and phone numbers of all guard supervisors who can be
called at any time of day or night in event of emergency situations concerning contractor's security guard
personnel.
2.0 CONTRACT PERFORMANCE & MEASUREMENT BASIS:
2.1 The contractor shall develop and furnish the City of Shreveport with a "Guard Schedule" that covers all the
facilities to be protected,
2.2 The contractor's work performance shall be judged on the following items;
2.2.1 Promptness of guards reporting to work as per published "Guard Schedules".
2.2.2 Thoroughness and accuracy of "Guard Change-Out" briefing.
2.2.3 Timeliness of guards in covering prescribed security check routes as verified by "security" clock printouts on
a random time basis.
2.2.4 Timeliness in discovering and reporting security breaches.
2.2.5 Accuracy and thoroughness of records maintained by the guards.
2.2.6 Adequacy of protecting City facilities and property from damage and theft.
2.3 In the event that there are unauthorized penetrations of the plant perimeter fence, the contractor will be
penalized $100 for the first infraction, $200 for the second, and $300 for the third infraction. The contract is
subject to termination if more than three unauthorized penetrations occur in any month.
2.4 Infractions shall include, but are not limited to:
2.4.1 Allowing persons to enter the Amiss Water Treatment Plant and North Regional Wastewater Plant without
proper identification.
2.4.2 Leaving the plant gates unattended.
2.4.3 Allowing vehicles to enter the plant without a parking permit. (Note: Material and chemical delivery trucks
and City vehicles are exempt).
2.4.4 Leaving the plant front gates open when no vehicles are entering or leaving the plant.
2.4.5 Guards reporting late to work or quitting their work shift early.
2.4.6 Failure to check all assigned security check points
2.4.7 Sleeping while on duty.
2.4.8 Being unarmed while on duty.
2.4.9 Being out of proper uniform/attire while on duty.
2.4.10 Using profanity or improper language.
3.0 RESPONSIBILITIES:
3.1 The City of Shreveport is responsible for furnishing all communication radios, restroom facilities, guard
weather shelters, personnel and vehicle sign in/out log forms, personnel identification/security badges, and
parking permits.
3.1.1 The contractor will be supplied with the original sign in/out log forms and will be responsible for making any
copies needed.

3.1.2 The City of Shreveport is responsible for providing each guard a list of chemical trucks that will be making
scheduled deliveries during their shift.
3.2 The contractor is to develop written operating procedures detailing the duties, responsibilities, and actions to
be taken by their guards under routine situations.
3.2.1 There should also be written operating procedures for potential situations that their staff could encounter
while on duty in today's terrorist threat environment.
3.3 The guards are to be physically fit and fully capable of pursuing, cuffing, and detaining any suspicious or
unauthorized person who poses a threat to the plant facilities and/or personnel.
3.3.1 The guards should be trained and equipped to respond to anticipated terrorist threats and should not have
any physical handicap that would prevent them from performing guard duties described in this document.
3.4 The contractor shall provide a bicycle, golf cart, or other form of "low cost" transportation for the guards to
utilize inside the plant. The same shall be equipped with lights for nighttime operations.
3.5 The contractor is responsible for repairing and/or replacing City-owed radios that are damaged or lost due to
negligence, carelessness, or willful intent of the guards to whom the radios are assigned.
3.6 The contractor is required to provide all insurance and bonding coverages as required by City of Shreveport
Contracting Regulations.
3.7 The contractor is responsible for assuring their guards are fully trained and qualified to conduct vehicle
and/or body searches in compliance of City of Shreveport police procedures.
3.8 The contractor is to have a structured program for the change out of guards during shift changes.
3.8.1 This includes having a written "Guard Change-Out" check list that the incoming and outgoing guards review
together to assure the incoming guard is made aware of how many visitors, delivery trucks, etc. are still
signed into the plant, and any other pertinent activities that are taking place inside the plant.
3.8.2 The check list is to have a comment section for the outgoing guard to enter any major points of concern.
Both guards are to sign, date and time stamp the check list at the time of change-out briefing completion.
3.8.3 This check list is to be submitted to the City of Shreveport for review and concurrence.
3.8.4 The contractor is responsible for repairing and/or replacing all City-owned property damaged by any
employee/representative of the contractor.
AMISS WATER TREATMENT PLANT SECURITY REQUIREMENTS
4.0 SPECIFICATIONS:
4.1 General: The guard departing from duty is to brief their replacement on all ongoing activities inside the
Amiss Water Treatment Plant, including a review of the "Gate In & Out Logs" specifying any visitors that are
still inside the plant gates.
4.1.1 The incoming guard should call the senior operator on duty to confirm that the visitor is, or is not, still on
plant property. Otherwise, a search should be made to determine the status of the visitor.
4.2 In the event that an oncoming guard does not report to work on time, the departing guard is not to end their
shift until their relief has arrived on site.
4.2.1 The departing guard should immediately report the situation to the senior operator on duty, who in turn is to
call the contractor's "Guard Supervisor", to assure the timely replacement of the departing guard. In this
situation, the contractor is responsible for any overtime pay, at no additional cost to the city.
4.3 The contractor is to provide one (1) armed guard, working an eight (8) hour shift, to protect the Amiss Water
Treatment Plant main gate entrance - from intruders during the normal day shift Monday through Sunday.
4.3.1 The guard will report to work at 6:00 AM and the shift will end at 2:00 PM.
4.4 The contractor is to provide one (1) armed guard to protect the Amiss Water Treatment Plant north gate
entrance from intruders during the day, Monday through Friday.
4.4.1 The guard will report to work at 6:30 AM and the shift will end at 5:00 PM.
4.5 The contractor is to provide one (1) armed guard, working an eight (8) hour shift, to protect the Amiss Water
Treatment Plant main gate entrance from intruders during the normal evening shift Monday through Sunday.

4.6 The contractor is to provide one (1) armed guard, working an eight (8) hour shift, to protect the Amiss Water
Treatment Plant main gate from intruders during the normal night shift schedule Monday through Sunday.
4.6.1 This guard will report to work at 10:00 PM and the shift will end at 6:00 AM.
4.7 During all shifts, the guards' primary responsibilities will be to guard the Amiss Water Treatment Plant and
the Cross Lake levee and dam.
4.7.1 The guards will control access in and out of the two gates (Main Gate and Construction Gate) on the east
side of the plant. This includes:
4.7.1.1 stopping/checking personnel identifications,
4.7.1.2 verifying vehicle parking permits
4.7.1.3 inspecting/searching vehicle traffic and cargo delivery trucks entering and exiting the plant,
4.7.1.4 maintaining a written log of the same.
4.8 The guards are to check the chemical delivery trucks to see if all doors and hatches are locked and sealed.
4.8.1 The guard is to report to the senior operator on duty, any truck attempting to enter the plant with unlocked or
unsealed hatches.
4.8.2 The guard is to detain the delivery truck at the gate until the senior operator on duty is able to have City
personnel perform a thorough check of the truck's cargo before allowing it to enter the plant.
4.9 The guards will be issued City-Owned radios for communicating with one another, the Amiss Plant senior
operator on duty, and all other Amiss Plant personnel.
4.9.1 Occasionally guards may be required to make trips to the Cross Lake levee and dam to check out people
involved in questionable activities.
4.9.2 In these instances, the guard or guards will be transported by a City employee driving a City vehicle to the
levee/dam site.
4.9.3 For security purposes and after hours, a guard will be required to accompany the on-call City of Shreveport
personnel to any remote site that requires maintenance.
4.10 The guards are to request back-up City Police support at anytime they require additional assistance and
anytime they must detain a person or vehicle for a more detailed investigation.
4.10.1 Body and vehicle searches are to be performed by duly appointed city and/or parish law officers.
4.10.2 Guards will assist in these searches only when their assistance is requested.
4.11 Guards are expressly prohibited from using "Deadly Force" unless the Amiss Water Treatment Plant facilities
are at risk of being sabotaged/blown and /or their life, the lives of City personnel, contractors, and others,
(including citizens) who drink City water are in imminent danger.
5.0 LICENSE RQUIREMENT:
5.1 The company and any personnel assigned to this post must be licensed and certified by the Louisiana State
Board of Private Security Examiners (LSBPSE).
5.2 Vendor must have local staff available to begin work immediately upon issuance of the contract and
purchase order (PO).
6.0 WORK LOCATION:
6.1 The contractor's primary work location for the base proposal will be at the Amiss Water Treatment Plant and
the Cross Lake dam, located at 3205 Blanchard Road, Shreveport, Louisiana, 71103.
7.0 RECORD KEEPING:
7.1 Each guard shall maintain the following records:
7.1.1 A daily "Incident Log" for recording any unusual or out of the ordinary events that occur on a guard's watch.
7.1.2 The log shall include a narrative of any unusual events that occur that include:
7.1.3 the date, time, place of the occurrence, and names of people, vehicles, and/or equipment involved.
7.1.4 This includes noting any personnel attempting unauthorized removal of City property and people making
inappropriate, derogatory comments or otherwise giving the guards a "hard time" while entering or exiting the
gates.
