RFP School Based Counseling Service
The Oxford Public Schools (the “District”) is requesting proposals from qualified counseling firms/organizations to provide on-site counseling and mental health services to District students at one or more District schools on a lease-term basis. Eligible firms/organizations must be appropriately licensed by the State of Connecticut Department of Public Health to provide clinical services on behalf of children in the school setting. It is the intent of the District to select one or more providers to provide for the services solely at the discretion of the District, effective upon award.

*The version of this Request for Proposal published initially incorrectly listed the deadline time for submission of proposals in Section 3.5 as 11:00 PM on May 15, 2026. This version of the Request for Proposals corrects that error. The deadline for submission of proposals is 11:00 AM on May 15, 2026.
Past Vendors and Rates: Could you provide a list of previous vendors and the hourly rates paid for each discipline involved in the contract?
Beginning with the 2022-2023 school year, and continuing for a total of 3 years, Oxford Public Schools entered into an agreement with CT Behavioral Health to provide comprehensive school mental and behavioral health services. These services were provided through a grant from the State of CT.
Please note that this RFP is soliciting proposals from qualified counseling firm(s)/organization(s) to provide on-site counseling and mental health services to District students at one or more District schools on a solely lease-term basis. It is intended that this will be a lease for space for the operation of counseling services on District properties. Because the counseling firms/organizations are providing essential services to benefit the students in the District, it is the intention of the District to lease the space to the selected bidder free of charge.
The terms of any such lease agreement will be negotiated between the District and the selected firm(s)/organization(s). The District anticipates that student families’ health insurance will be billed by the counseling firm(s)/organization(s) for all services provided. The District would simply furnish space within District school buildings to the selected counseling firm(s)/organization(s).

Director of Special Education, Linda Cascella; cascellal@opsct.org

Please note the response to question 1 above.

June 23, 2026
Teletherapy Option: Is the district open to the use of teletherapy for service delivery?

Bidders should submit any information they think is pertinent to their proposal.
