The Town of North Andover invites proposals from qualified historical preservation consultants,
architect/engineering firms or interdisciplinary teams to provide a building assessment of the
Scholfield Mill, 172 Sutton Street, North Andover, Massachusetts. The selected vendor shall have
experience in historical renovation projects and be familiar with The Massachusetts Historical
Commission regulations. Qualified contractors are requested to submit bids to the Assistant Town
Manager/Director of Operations at North Andover Town Hall, 120 Main Street, 2nd Floor, North
Andover, MA, in accordance with the instructions contained within the Request for proposal
(RFP).
The complete RFP is available on the Town website (www.northandoverma.gov) under “Bids and
Proposals”. The Town will only accept proposals delivered in person or by mail. All proposals
must be received by 2:00 p.m. on March 2, 2026 to be considered. A non-mandatory site visit is
scheduled for February 18, 2026 at 10:00AM at 172 Sutton Street, North Andover, MA.
