PART 1: PURPOSE:
The City of Rochester (the “City”) is seeking proposals from qualified parties interested in
entering into a deed by easement or permanent easement for the enclosed Genesee
Crossroads Parking Garage located at 69 Andrews Street in Rochester, New York.
The Genesee Crossroads Parking Garage (hereinafter referred to as the “Property” or the
“Garage”) consists of four tiered levels for a combined total of 604 parking spaces. The
Garage is situated on an approximately 3.34- a c r e parcel which is located in its entirety
underneath the Charles Carroll Plaza park.
The objectives of this Request for Proposals (RFP) are to:
• Provide satisfactory revenue to the City from the deed by easement or permanent
easement of real estate;
• Continue provision of public parking for employees and customers of businesses as well
as visitors; and
• Add the property to the City’s tax base.

PART 3: GENESEE CROSSROADS PARKING GARAGE – DESCRIPTION
The Property is owned by the City of Rochester and is an enclosed garage underneath the Charles
Carroll Plaza (the “Plaza”), which is a 3.34-acre public urban space located on the west side of the
Genesee River between Main Street and Andrews Street in the City of Rochester’s Center City
Riverfront District. The City will grant a deed of easement or a permanent easement to the
successful respondent to this RFP (“Purchaser”) but will retain ownership and maintenance
responsibility for the Plaza, the Plaza foundation and its waterproofing and expansion joints system,
portions of the stair towers, and certain electrical and plumbing systems. Please see the Maintenance
Jurisdiction Table 1 below for more details and Part 10 of this RFP for plan, section and elevation
drawings showing the delineation between Garage and Plaza.
The Purchaser shall be responsible for the maintenance of the Garage including, but not limited
to, the concrete foundations, exterior panels systems, exterior and interior doors and windows,
cathodic protection system garage walls, the stair towers, and mechanical, electrical, plumbing and
fire protection systems. Please see the Maintenance Jurisdiction Table 2 below for more details and
Part 10 of this RFP for plan, section and elevation drawings showing the delineation between Garage
and Plaza. Attachment M to this RFP contains both the Maintenance Jurisdiction tables and
related drawings.
The Charles Carroll Plaza was built in 1969 and is currently undergoing a major $26 million
reconstruction consisting of the removal of the existing Plaza to perform structural repairs to the
underlying garage roof slab, replacement of the roof slab membrane waterproofing system,
reconstruction, and revitalization of the riverfront Plaza with upgrades to the riverfront promenade,
public open space, park amenities, and accessibility improvements.
The Garage roof slab and supporting beams of the roof slab act as the structural foundation of the
Plaza and will be referred to as the Plaza foundation. The maintenance jurisdiction for structural,
electrical, mechanical, and plumbing components of the Plaza and Garage are summarized on the
tables below. An attached plan, section and elevation is included to help illustrate the maintenance
limits; see Attachment M.
