REQUEST FOR PROPOSAL 256-26
PURPOSE OF REQUEST:
The purpose of this Request for Proposal, hereinafter referred to as RFP, is to enter into a Real Estate
Purchase Agreement with a qualified real estate purchaser for the sale of City owned property
(further described as unimproved real property) located at the address of ~2426 West 13400 South
and further identified as Salt Lake County Parcel Number(s) 27-33-476-044. The purchaser
hereinafter may be referred to as the contractor, company and Riverton City as the City.
RESPONSE DATE AND LOCATION:
Offers must be received by 2:00 PM on August 11, 2026.
Offers may be turned into the Riverton City Purchasing Office, 12830 South Redwood Rd, Riverton,
Utah 84065 or may be electronically submitted at ccalvert@rivertoncity.com. The reference number for
this RFP is #256-26. Any proposal that is received after this due date and time will be returned
unopened to the proposer. All proposals and communications relative to this proposal must bear RFP
256-26. If it becomes necessary to revise the RFP in whole or in part, an addendum will be provided to all
proposers on record who received the original RFP.
ADMINISTRATIVE GUIDANCE:
The information provided herein is intended and designed to provide those interested in responding
sufficient basic information regarding minimum requirements. It is not intended to limit a proposal's
content or exclude any relevant or essential data therefrom. Proposers are at liberty and are
encouraged to expand upon the specification to evidence service capability under any agreement. The
city will not be liable for any cost's proposers may incur in the preparation or presentation of this
proposal.
Proposals of the successful firm shall be open to public inspection for a period of ninety (90) days after the
announcement of the selection of the auditor. Proposals of those who responded but are not awarded
contracts shall not be open to public inspection.
PROPOSAL CONSIDERATION:
An evaluation team will evaluate the submitted proposals. The City reserves the right to: 1) reject any or
all proposals, or to make no ward; 2) require modifications to initial proposals; 3) negotiate. The City
further reserves the right to excuse technical defects in a proposal when, in the sole discretion, such
excuse is beneficial to the city.
The City may award based on initial proposals received, without discussion of such proposals. If required
by the city, a short list of consultants may be invited to make presentations to the evaluation team,
planning commission and/or other city personnel as deemed appropriate. To the extent permitted by
law, all documents submitted as part of the consultant's proposal will be deemed by the city as
confidential during the evaluation process, and until selection of finalists. There shall be no disclosure of
any consultant's information to a competing consultant prior to award of the contract. The contract shall
be considered awarded only upon the effectiveness of official action of the city council.
TERMS OF CONTRACT:
Riverton City reserves the right to cancel this RFP or to accept or reject any or all submitted proposals, and
to waive any informality or technicality in any proposals, in the interest of Riverton City. Riverton City
reserves the right to extend any contract that may arise from this RFP, in the City's sole discretion. Multiple
or alternate proposals will not be accepted. Riverton City does not guarantee to enter into any contract
binding against the City in connection with this RFP. The agreement will be in accordance with
requirements set forth in the scope and terms of this RFP. All provisions of the agreement must be in
compliance with established State and Local laws and ordinances of the State of Utah, Salt Lake County,
and Riverton City.
Earnest Money: After award, the City shall require posting of earnest money into escrow in the amount
of not less than $5,000.00. Of the amount posted as earnest money, $1,000.00 shall be nonrefundable.
BACKGROUND:
The City would like to sale City owned property (further described as unimproved real property)
located at the address of ~2426 West 13400 South and further identified as Salt Lake County Parcel
Number(s) 27-33-476-044. The defined parcel is too small to legally facilitate development under
current zoning. Additionally, it is too close to the intersection of 13400 South and Trestle Lane to
legally facilitate any type of access opening due to safety setback requirements from intersections
and Riverton City officials confirm that the site is landlocked. Because of that, the city would like to
have a purchaser consolidate the City property with any adjacent property surrounding the City
property.
Attached is the appraisal done on the property. The proposed purchase price cannot be lower than
the appraised amount. The city will not take less than the highest appraised amount. The proposed
purchase price must include fees, including but not limited to realtor, property report, title
insurance, buyers closing cost fees etc.
PROPOSAL FORMAT:
Proposals must be concise and in outline format. A scoring committee will be established to score
responses. Committee members will not know the price. Each tabbed section must clearly and fully
address the subject and be understandable. Failure to do so will negatively impact the evaluation of your
submitted RFP. Proposals should be long enough to expand on the requested information; however,
lengthy, encyclopedic RFPs are not encouraged.
Tab I. Letter of Transmittal. Complete Attachment 1, "proposal submittal cover sheet".
Include the names, address and te lephone numbers of others who are authorized to
represent the purchaser in dealing with this RFP, and an expression of the proposer's
ability and desire to meet the requirements of this RFP. Any other information not
appropriately contained in the proposal should also be included.
Tab II. Proof of Funds. Purchaser must provide proof that Purchaser is financially capable to
close on purchase of the City Property. Proof of funds statement should be able to
support the number of days needed by Purchaser to close the purchase of the City
Property, that was submitted on the form "proposal response price sheet".
Tab III. Consolidation of Property. Submit evidence showing that the purchaser can
consolidate the City property with any adjacent property surrounding the City
property. Scoring will be based on the level of evidence that is provided.
Tab IV. Purchase Price. Complete Attachment 2, "The proposal response price sheet". Price
must include all costs for realtor fees, property (survey and title) reports, title
insurance, Buyer's closing costs and fees etc.
EVALUATION CRITERIA:
The award of the contract shall be based upon the following factors with their assigned weights.
1. Purchaser's ability to consolidate the City property with the adjacent 2 14~ acre
property to the east of the City property - 50%
2. Pricing - 40%
3. Purchaser's ability to close the transaction in the fewest number of days
following the effective date a Purchase and Sale Agreement is executed with
Riverton City - 10%
Understandability and comprehensiveness of information supplied in this RFP will affect the
evaluation of the above criteria.
PROPRIETARY INFORMATION:
Proposers are required to mark any specific information contained in their proposal which is not to be
disclosed to the public or used for purposes other than the evaluation of the proposals. A declaration
must accompany the proposal stating the reasons the information should not be disclosed. Any
proposal that is marked confidential in its entirety will be questioned. Pricing and service elements
of the successful proposal will not be considered proprietary. All materials become the property of
Riverton City and may be returned only at the City's option. Proposals submitted may be reviewed and
evaluated by any person, not competing proposers, at the discretion of the City.

Dear Mr. Calvert:
At your request, I have inspected and appraised the above indicated property under the
recorded ownership of the Riverton City. As per the Scope of Work agreement with the client,
this is an Appraisal Report which is intended to comply with the reporting requirements set forth
under Standards 2-2(a) of the Uniform Standards of Professional Appraising Practice for an
Appraisal Report. This Appraisal Report presents only a brief summary discussion of the data,
reasoning, and analysis that were used in the appraisal process to develop the appraiser's
opinion of value. Supporting documentation concerning the data, reasoning, and analyses is
retained in the appraiser's file. The depth of discussion contained in this report is specific to
the needs of the client and for the intended use stated herein. Specifically, this appraisal report
conforms with the following guidelines and governing documents.
This appraisal report conforms with and is subject to the 2024 Uniform Standards of
Professional appraisal Practice (USPAP) of the Appraisal Foundation, the Uniform Act, C.F.R.
24.103, the Utah Relocation Assistance Act, Utah Code Section 57-12, Utah State Code Title
78B, the Code of Professional Ethics, and any provided client appraisal requirements/scope of
work agreement.

The intended user(s) of this report are Riverton City and its assigns. Riverton City is the
client and only named intended user. Potential and/or future buyers of the subject are
not the client, nor are they intended users and are to be considered third parties not
named herein. The use of this appraisal report, by the client or other intended users, will
mean acceptance of all assumptions and limiting conditions contained in the Letter of
Transmittal, Preface, and attached report. This letter of transmittal must remain attached
to the appraisal report for the value conclusion(s) to be remain valid. The appraiser is not
responsible for unauthorized use of this report by third parties not specifically named
herein.
The defined larger parcel as described herein is comprised of portions of Salt Lake County
parcel number(s) 27-33-476-044. Please note that aerial parcel maps show the subject
as lying more or less within the Trestle Lane right-of-way, but the appraised property is
physically located on the northwest corner of Trestle Lane and 13400 South to the west
of what is showing on the county aerial map. Reliance is made on county records herein,
which outline a land size of 0.130 acre or 5,663 square feet. The subject is too small to
legally facilitate development under current zoning. Additionally, it is too close to the
intersection of 13400 South and Trestle Lane to legally facilitate any type of access
opening due to safety setback requirements from intersections and Riverton City officials
confirm that the site is landlocked. The defined larger parcel is vacant land only with no
vertical improvements present. As such, the fee simple property rights are appraised
herein and the Sales Comparison is the primary approach to value.
In summary, no legal access presently exists to the subject in its As Is condition and future
access approval appears unlikely. The restrictive size and shape represent additional
development obstacles. As such, the subject is landlocked for development, which would
be considered and discounted accordingly by potential buyers and other market
participants. Due to the landlocked nature and the Scope of Work agreement for this
assignment, the subject is first appraised under the hypothetical condition that it has been
assembled with abutting parcel(s) and has adequate and legal access. Thereafter, a
landlock discount analysis is applied to reflect discounts from market that would be
necessary for market participants to assume the risk of assemblage to cure the lack of
access and/or other physical obstacles to development.
As demonstrated within the attached appraisal report, I am of the opinion that the Market
Value - As Is of the fee simple interest of the defined subject property (as defined in the
attached Report and subject to the definitions, certifications, assumptions and limiting
conditions set forth in the attached Report), consisting of a a 0.13 acre tract of residential
land as of January 12, 2026, is as follows:

Given current market conditions and available market data, it would appear that the
subject property would need an exposure time of six to twelve months were it to be listed
on the open market. Likewise, being properly marketed, the subject property could likely
be sold within a 12-month period from the respective date of valuation, assuming proper
pricing and adequate marketing.
The values given are subject to the general assumptions and limiting conditions, and
specific extraordinary assumptions stated in the report and/or itemized in the preface
section of this document. It is important that the reader of this report review and
understand all general and specific assumptions and limiting conditions. The effective
date of value is January 12, 2026. The report was finalized and printed on January 27,
2026, which is the date of the report.
