RFP-SAFETY ACTION PLAN

The Action Plan will apply the Safe Systems approach to identify systemic transportation safety risks and develop implementable strategies to reduce roadway fatalities and serious injuries, with particular emphasis on vulnerable road users and rural roadway contexts.
As an integral component of the Safety Action Plan, the project will include safety-focused active transportation and off-road network planning, undertaken exclusively as a transportation safety strategy. Off-road facilities and shared-use paths will be evaluated as exposure-reduction and conflict-mitigation countermeasures, not as recreational or amenity-based trail planning.
The resulting Transportation Safety Action Plan will produce a prioritized, data-driven, and implementable set of safety strategies and projects that align with SS4A eligibility requirements and position the City for future SS4A implementation funding.
