REQUEST FOR PROPOSALS
Resilience and Climatological Data
The Atlanta Regional Commission (ARC) is seeking proposals to purchase Resilience and
Climatological Data to develop a Transportation Vulnerability Assessment Tool
(TVAT). The purchase will encompass climatological data that includes current rainfall, riverine
flooding, pluvial flooding, and future projections based on various climate scenarios.
The Scope of Service for the data needs is attached as Exhibit A and provides detailed
information regarding the minimum requirements for data quality, standards, and ability to share
raw or derived data with stakeholders and the public.
It is anticipated that the funds available for the project will be a maximum of $86,000. Any
contract award for this procurement is contingent upon ARC receiving adequate funding for this
purchase from the U.S. Federal Highway Administration via its Promoting Resilient Operations
for Transformative, Efficient, and Cost-saving Transportation (PROTECT) Grant program. ARC
intends to award the contract during CY 2026 to cover work lasting until CY 2030.
Interested consultants should submit a proposal that addresses the scope of services in Exhibit A.
Consultants should also provide a detailed breakdown of the proposed budget in the format of
Exhibit B. The proposal documents must also include Exhibit C, Contractor Affidavit and
Information which are attached to this Request for Proposals (RFP). Completion of forms in
Exhibits B and C will not count against the proposal page limit. Exhibit D, Contract Sample, is
included as reference only.
Consultants or teams of consultants must respond to this RFP with electronic versions of their
proposals in either Microsoft Word or PDF file format. Proposal evaluation will focus initially
on the written proposals, and how well the data offerings match ARC needs.
ARC anticipates that a contract will be awarded in July 2026. The successful Consultant should
be prepared to begin work immediately to negotiate the data purchase. ARC reserves the right to
award all or part of the available funds for this project.
A "short list" of consultants may be selected from the proposals received for interviews, if
needed. The shortlisted consultants will be invited to participate in an interview process with the
evaluation committee to be scheduled for the week of June 29, 2026. ARC will confirm
interview times with those consultants selected for an interview. ARC reserves the right to award
this contract based on written proposals without formal interviews.
Proposals are not to exceed a total of 10 pages (8.5 x 11).
1. Name of lead consultant and any sub-consultants.
2. Point of contact (name, title, phone number, mailing address, and email address).
3. Description of how data has been used on projects similar to the Scope of Work.

4. Three references with current contact information (name, title, email address, and phone
number) within the past 5 years.
5. A detailed description of the data specifications that matches or exceeds requirements
described in Exhibit A.
6. A proposed purchase fee in the format at Exhibit B.
7. Any other pertinent information.
The review of written proposals will be based on the following evaluation criteria, with the
relative weights in parentheses:
1. Related experience, qualifications, and references of the consultant (10%)
2. Technical specifications of data (70%)
3. Delivery schedule and methodology (10%)
4. Proposed budget (10%)
PROPOSAL SUBMISSION THROUGH WEBSITE
Electronic Submission Requirements
All proposals must be submitted electronically through the Atlanta Regional Commission
(ARC) procurement website. Proposal submitted by any other method (including email, mail, fax, or hand
delivery) may not be accepted unless specified in the solicitation document.
Respondents must register and complete the application on the ARC procurement website to
submit a proposal. It is the responsibility of the respondent to ensure successful registration and
timely submission. Vendors may register by going to https://
procurement.atlantaregional.org/opportunities/ and clicking the Register box. This is a two-step process,
creating an account and completing the vendor application. There is a User Guide link located at the top
of the page for guidance.
Proposals must be received no later than Wednesday, June 17, 2026 at 4:00 P.M. EST. The procurement
system will automatically record the date and submission. Late proposals will not be accepted under
any circumstances.
The Respondent(s) is solely responsible for:
* Uploading all required documents;
* Verifying that files are complete, readable, and properly labeled; and
* Ensuring submission is finalized prior to the deadline.
* Only one proposal containing all required information may be uploaded per responder.
ARC is not responsible for technical difficulties, internet outages, user errors, or system delays
experienced by the respondent. Respondents are strongly encouraged to submit proposals well in
advance of the deadline.
Upon successful submission, the system will provide an email confirmation. This confirmation serves
as proof of receipt.

QUESTION AND ANSWERS (Q&A)
Question Regarding Solicitation
All questions concerning this RFP must be submitted electronically through the procurement website by
Monday, June 8, 2026 at 5:00 P.M. EST. Questions submitted after this deadline or through any other
means will not be considered.
To ensure fairness and transparency, respondents are prohibited from contacting any ARC staff, board
members, or consultants regarding this solicitation outside of the formal Q & A process.
RESPONSE TO QUESTIONS
Official responses to all timely submitted questions will be posted on the procurement website as a
written addendum by 5:00 P.M. EST on Friday, 12 June 2026. Only written responses issued through
the website shall be considered official and binding.
It is the responsibility of each respondent to regularly check the procurement website for addenda,
clarifications, and updates. Failure to review posted addenda shall not relieve a respondent from compliance
with any requirements of the RFP.
RESTRICTION OF COMMUNICATION
From the date of the advertisement of the solicitation through contract award and selection is announced,
respondents are not allowed to communicate about this solicitation or scope with any staff of ARC,
except for submission of questions as instructed in the RFP or as provided by any existing work
agreement(s). In the case of violation of this provision, ARC reserves to right to reject the submittal of the
offending respondent.
CONFIDENTIALITY AND CONFLICT OF INTEREST
ARC is subject to the Georgia Open Records law. All proposals submitted will become public records to
be provided upon request. Any information containing trade secrets or proprietary information, as defined
by state law, must be marked as confidential to prevent disclosure. Confidential markings must be limited
to the protected information. Entire proposals marked confidential will not be honored. Additionally,
conflicts of interest are governed by the ARC Standards of Ethical Conduct available here: Standards of
Ethical Conduct. Respondents must disclose any potential conflicts of interest that may arise from the
provision of services described herein. Such disclosure should include the name of individual(s) with
whom there is a conflict, any relevant facts to the potential conflict, and a description of the internal
controls proposed to mitigate any such conflict.
ARC's Staff Legal Counsel will determine whether such disclosure presents a potential organizational
conflict of interest that should preclude award to the respondent.

EXHIBIT A
Resilience and Climatological Data
SCOPE OF SERVICES
I.General
The Consultant will provide data in support of the following Atlanta Regional Commission
(ARC) work program component:
Cost Center 506ERI - Regional Transportation Resilience Improvement Plan
II.Background and Objectives
The data shall cover the geographic area of the Atlanta Metropolitan Planning Organization
(MPO). This planning area includes all or parts of the following nineteen (19) counties: Barrow,
Cherokee, Carroll, Clayton, Cobb, Coweta, Dawson, DeKalb, Douglas, Fayette, Forsyth, Fulton,
Gwinnett, Henry, Newton, Paulding, Rockdale, Spalding, and Walton. Two additional counties
within the Metropolitan North Georgia Water Planning District (MNGWPD) must be included in
data's geographic area: Bartow and Hall. The data should at minimum be conterminous with all
21 counties listed. The ARC is seeking data on current rainfall, riverine flooding, pluvial
flooding, and future projections based on various climate scenarios to improve resilience for the
surface transportation system. This will require comprehensive and proactive planning, along
with intentional infrastructure investments. This data purchase will support analyses and
Transportation Vulnerability Assessment Tool (TVAT) development towards these goals and
planning efforts.
III.Data Specifications
The ARC requires certain technical specifications for this data purchase to contribute to the
successful completion of project objectives.
Terrain Data
Flood hazard maps derived from LiDAR data. LiDAR data supporting the flood hazard maps
must be less than three (3) years old.
Resolution
1/3 arcsecond (~10 meters) or better.
Depth
Flood inundation depth relative to ground level.
Recurrence Intervals
The following eight (8) recurrence intervals periods: 1:5, 1:10, 1:20, 1:50, 1:100, 1:200, 1:500,
1:1000 to be represented explicitly in both the fluvial and pluvial flood maps.

Climate Scenarios
Data must include projections that consider Shared Socioeconomic Pathways (SSPs) developed
by the World Climate Research Programme and incorporated into the Intergovernmental Panel
on Climate Change's Assessment Reports. Scenarios for SSP1 - Sustainability, SSP2 - Middle of
the Road, and SSP5 - Fossil-fueled Development must be included.
Scenario years must include 2025, 2055, and 2100.
Data Access
Data must be accessible via an API and downloadable onto ARC-managed servers
Data Licensing and Use
ARC must be able to use the data for internal analyses and planning. ARC must be able to share
data with third party consultants under contract performing related planning work.
ARC must be able to create derived data products and tools that can be shared with stakeholders,
local governments within our region, and members of the public. Sharing these derived datasets
and tools must be allowed in perpetuity after the data purchase or license termination.
Data Delivery
The complete Resilience and Climatological dataset will be delivered within seven (7) working
days from completion of the contract.
