RFP: Resident Project Representative (RPR) Services Genesee Crossroads Park Revitalization

The Genesee Crossroads Park Revitalization project goals include, but are not limited to, improving public safety, enhancing visibility and river views, and Riverway Trail reconstruction to provide full accessibility for all users. The location of the project is the Genesee Crossroads Park and the Genesee Riverway Trail on the east side of the Genesee River, which is connected to Austin Steward Plaza via the Sister Cities Pedestrian Bridge.

The City is soliciting proposals from qualified consulting firms to provide professional services necessary to implement the Project. The Respondent’s proposal shall explicitly address each of the services and associated tasks identified herein. Responses shall correspond directly to the structure and terminology used in this Request for Proposals (RFP), including all referenced section and paragraph identifiers.

The scope of services includes the provision of qualified Project Representative and Construction Inspection personnel for the full duration of the Project. The Consultant shall furnish, at a minimum, a full-time Resident Project Representative-in-Charge (RPR) holding NICET Level III certification or higher (or an approved equivalent credential), together with appropriately certified inspection and support staff as required to adequately perform the services. Personnel holding current NICET, ACI, and SWPPP certifications are preferred; however, all relevant education, licensure, certifications, and demonstrated experience will be considered in evaluating qualifications.

Assigned personnel shall operate under the administrative direction of the City’s designated Project Manager and shall perform professional and technical services customary to construction phase administration and inspection. Responsibilities shall include, but not be limited to:

• On-site observation and inspection of construction activities to verify compliance with the Contract Documents;
• Quality assurance and quality control oversight;
• Preparation and submission of daily construction reports, including photographic documentation; Review and evaluation of contractor payment applications, force account documentation, and proposed change orders;
• Coordination and communication among the design engineer(s), contractor, regulatory agencies having jurisdiction, utility providers, stakeholders, and the City Project Manager; and
• Performance of all additional duties and responsibilities as set forth in the Draft Professional Services Agreement for RPR Services included in this RFP.

All services shall be performed in accordance with applicable standards of professional practice and in compliance with the terms and conditions of the Agreement.

Pre-proposal meeting
A pre-bid meeting will be held at 10:00 a.m. on Tuesday, March 10, 2026, at 30 Church Street, Room 008A, Rochester, NY 14614.

Submission delivery information: Proposals must be received digitally by the City no later than 12 p.m. on Friday, March 20, 2026.
