Overview

Animal Services Kennel Replacements Project consists of a complete renovation of 3,100 square-feet of dog kennel rooms, including selective demolition of the building's interior and exterior elements, removal and replacement of interior concrete floor, floor drains and under-slab plumbing requiring precise location of slopes, resinous floor finish, domestic water alterations and new equipment and fixtures, new metal stud partition walls and finishes, new interior and exterior doors, exterior concrete stair landings with galvanized handrails, replacement of windows, new mechanical unites and ducts, roofing modifications for mechanical systems, and electrical system removals and modifications to power distribution, lighting and access control/security systems.

The City is seeking the services of a Consultant to perform the following services to implement the project. Respondent’s proposal shall address each of the following services and identified tasks. The proposal shall address each of the requested services, using the same identifying language, including any paragraph or section numbers or letters as used in the RFP.

Services will involve providing a qualified Construction Manager (CM) / Project Representative (RPR) & Construction Inspection staff for the duration of the project(s). This includes, but is not limited to, providing a full-time Project Representative, construction inspection, and support staff as needed.

The personnel would work under the supervision of a City project manager and perform technical duties associated with the project. These duties would include, but are not limited to, observation of the work, quality assurance and control, submission of daily construction reports and photographs, review of contractor invoices and change orders, and coordination between the design engineer(s), contractors, agencies having jurisdiction, utility companies, the public, and the City project manager. All other duties are as described in the Draft Professional Service Agreement for Professional Services included with this RFP.

The Animal Services Kennel Replacements will be managed by one Construction Manager / Resident Project Representative, and is being bid as four prime contracts:

• Contract A - General Construction-Site: No Alternates
• Contract B - Mechanical Construction: One Alternate
• Contract C - Plumbing Construction: No Alternates
• Contract D - Electrical Construction: No Alternates

Pre-proposal meeting

A pre-bid meeting and site walk-through for interested consultants will be held at 10:00 a.m. on Tuesday, November 18, 2025, Rochester Community Sports Complex, 460 Oak Street, Rochester, NY 14608.

Submission delivery information

Proposals must be received digitally by the City no later than 12:00 p.m. on Wednesday, December 3, 2025.
