1.0 INTRODUCTION
1.1 Definitions, Background, Purpose and Specifications
1.1.1 Definitions
The University of Maine System will hereinafter be referred to as the "University."
Respondents to the document shall be referred to as "Respondent(s)” or
“Respondent”.
The Respondent to whom the Agreement is awarded shall be referred to as the
"Contractor."
The University of Maine System and other components of the University shall be
referred to as “Multi-Institution”.

Background
Overview
Established in 1968, the University of Maine System (UMS) unites seven
distinctive public universities, comprising 10 campuses and numerous centers, in
the common purpose of providing quality higher education while delivering on its
traditional tripartite mission of teaching, research, and public service.
A comprehensive public institution of higher education, UMS serves more than
30,000 students annually and is supported by the efforts of more than 2,000 full-
time and part-time faculty, more than 3,000 regular full-time and part-time staff,
and a complement of part-time temporary (adjunct) faculty.
Reaching more than 500,000 people annually through educational and cultural
offerings, the University of Maine System also benefits from more than two-thirds
of its alumni population residing within the state; more than 123,000 individuals.
The System consists of seven universities: The University of Maine (UMaine),
including its regional campus the University of Maine at Machias (UMM); the
University of Maine at Augusta (UMA); the University of Maine at Farmington
(UMF); the University of Maine at Fort Kent (UMFK), the University of Maine at
Presque Isle (UMPI); and the University of Southern Maine (USM) of Maine Law
The System also includes the University of Maine School of Law and the University
of Maine Graduate and Professional Center.

Purpose
The University of Maine and the University of Maine at Machias are seeking
proposals from qualified consultants to conduct a comprehensive analysis of our
existing residential housing facilities and to create a long-term plan for how the
campuses can refresh, upgrade, add/eliminate and modernize our residential
facilities to improve the student experience on our campuses.
Respondents should review 1.1.4 Specifications / Scope of Work of this
document to see the full Scope of Services/Products required.
Though this document is primarily for the University of Maine, but all campuses in
the University of Maine System must be afforded the use of this solution, with all
the same terms and conditions applicable to the various University locations.
1.1.4 Specifications / Scope of Work
Demand Analysis
Conduct a demand analysis to answer the following questions:
What kind of accommodations are students seeking? Account for first
year students to graduate students and everywhere in between.
How are other Universities in the Northeast addressing aging residential
infrastructure and evolving student requirements?
How can we tailor on campus living to improve student learning and
outcomes like retention and graduation rates?
What type of housing and related amenities drive students to our
campus?
Market Analysis
Conduct a market analysis of the area housing rental market with the following
considerations and outcomes:
Market study analysis of community rental housing:
o Immediate (within 15 miles) and local (within 30 miles) areas
o Types, costs, availability, opportunities, trends, etc.
Primarily targeted for upper-class undergraduates,
graduates, non-traditional students, international
students, faculty, and staff.
Market analysis of projected needs and acceptable room rates tiered by
student needs / types of housing.
o Define optimal number and type of student units/beds to be
provided over a 10-year horizon.
o Define optimal number and type of student housing units.

Facilities Analysis
Conduct a facilities assessment for University of Maine and University of Maine
Machias campuses. This includes current housing stock, student
spaces/facilities, and short-term and long-term housing for non-traditional
students/faculty/staff.
Review of existing conditions of existing stock in relation to established
minimum university facility housing standards.
Aid in the establishment of a minimum housing facility standards
related to upgrades of existing stock that addresses deferred
maintenance, modernization, etc.
How can the University best leverage its existing infrastructure to
reduce the needed financial investment to modernize its residential
offering?
Business Plan
Create a business plan for UMaine residential housing with the following
outcomes:
Plan should assume UMaine will self-finance the project.
Provide a 30+ year proforma showing all expenses and the University’s
return on the investment.
Provide recommendations for a phased plan.
Review options and cost/benefit for off-campus and third-party
housing.
Include renewal of existing and new facilities.
o Account for ongoing operational and maintenance expenses.
The plan must answer the following questions:
What is the payback on the investment? What is the timeframe?
How many buildings are we renovating, tearing down, or constructing?
Provide a cost estimate for the proposed solutions.
How does this impact UMaine staffing for facilities and ongoing
operations?
