REQUEST FOR PROPOSALS
RENOVATION OF WHISTLE STOP CAFÉ AND
MUSEUM
OVERVIEW
The City of Ferguson (the “City”) is soliciting Request for Proposals from qualified firms
to provide project bids and General Contractor (GC) services for the renovation of the
historic Whistle Stop Café and Museum in Ferguson. This project may include, without
limitation, bathroom renovation, new commercial kitchen, painting, exterior deck repair,
electrical work, plumbing work, cleaning, new signage, lighting, parking lot resurfacing, roof
repair, and landscaping. The City intends to lease this facility as a viable commercial
business.
SUBMISSION REQUIREMENTS
Proposals should be limited to ten (10) pages, 8 ½ x 11, single sided. Page limit excludes 2-
page (maximum) cover letter, cover, tables of contents, dividers, and resumes of key
personnel, provided that no additional information is included on these pages.
All submissions must be received by 12 p.m. CST, Friday, March 20, 2026, to:

SOLICITATION SCHEDULE
Advertisement for Proposals: February 20, 2026
Site Visit: Monday, March 9, 2026
Proposals Due: 12 p.m. CST on March 20, 2026
Consultant Selection: No earlier than April 14, 2026
Work Begins: On or after contract awarding
Project Completion: Summer, 2026
SCOPE OF SERVICES
The City is seeking bids and proposals from qualified firms for GC services to renovate the
historic Whistle Stop Café and Museum in Ferguson. This project may include, without
limitation, bathroom renovation, new commercial kitchen, painting, exterior deck repair,
electrical work, plumbing work, cleaning, new signage, lighting, parking lot resurfacing, roof
repair, and landscaping. The City intends to lease this facility as a viable commercial
business. The City understands that the scope of the project is open ended and is looking
for the winning bidder to provide the necessary details and knowledge to complete the
project as intended.
The winning proposal will include, but not be limited to, the following information:
Cost estimates to complete the renovation of the building.
Drawings and plans as needed.
Cost and scope of GC services.
Names, qualifications, and costs of any subcontractors.
Project timeframe.
At least 3 references from similar projects.
ADDITIONAL INFORMATION ON SCOPE OF SERVICES
A mandatory site visit will be held on Monday, March 9, 2026, at 10 a.m. at the Whistle Stop
location, 1 Carson Rd, Ferguson, MO 63135. Additional questions about the project scope
and expectations will be addressed during this site visit. Bids submitted by any firm who did
not attend the site visit or make other arrangements will not be considered.
SUBMISSION EVALUATION
City staff will evaluate all proposals. It is possible that interviews will be performed with a
select number of contractors prior to formulations of a bid award recommendation to the
City Council. Evaluation of the proposals shall be based upon, but not limited to, the factors
listed below, not necessarily in the order of their importance:
Experience, qualifications, and general abilities of the applicant
Quality of the overall project approach
Cost proposal
Specified warranties and other after-service provisions
Bonding capacity, insurance coverage, and other legal matters
Quality of references, prior business experience with the contractor, or reputation of
contractor with other local municipalities/clients
Responsiveness to items as set forth in this RFP.
PROPRIETARY INFORMATION
If a submission includes any proprietary data or information, such data or information must
be specifically identified as such on every page on which it is found. Data or information
so identified will be used by the City solely for the purposes of evaluating submissions and
conducting contract negotiations, provided all proposers understand and acknowledge that
submissions made in response to this RFP may become matters of public record pursuant
to Missouri law applicable to public entities and respondents shall be deemed fully aware of
that possibility upon submission of a proposal.
MODIFICATION OR WITHDRAWAL OF PROPOSAL
Any submission may be withdrawn or modified by written request of the respondent,
provided such request is received by the City at the above address prior to the date and time
set for receipt of submissions.
RIGHT TO REJECT
By providing a submission, it is understood by the respondent that the right is reserved by
City to accept any submission, to reject any and all submissions as non-responsive and to
waive any irregularities or informalities when to do so is in the best interest of the City.
COST OF PROPOSAL PREPARATION
The cost of preparing a response to this RFP will not be reimbursed by the City.
