GRTC Transit System seeks proposals from qualified firms to evaluate, register, generate, manage, and monetize Renewable Identification Numbers (RINs) associated with the Agency’s compressed natural gas (CNG) consumption under the federal Renewable Fuel Standard (RFS) administered by the U.S. Environmental Protection Agency.

The selected Contractor shall implement a RIN credit generation and monetization program based on GRTC’s existing CNG fuel consumption. The program shall not require any physical modification to existing fueling infrastructure, gas procurement contracts, or fleet operations.

The Contractor shall utilize a book-and-claim methodology, pairing the Agency’s fossil CNG consumption with Renewable Natural Gas (RNG) injected elsewhere into the interstate natural gas pipeline system, allowing the generation of qualifying D3 Renewable Identification Numbers.
