REQUEST FOR PROPOSALS

2026 Recreation Center Roof Replacement Project

Sealed proposals for furnishing the following to the City of Cortez, Colorado will be received by the General Services Director, City Service Center, 110 West Progress Circle, Cortez, Colorado 81321, until 3:00 P.M., on Wednesday, September 9, 2026, at which time proposals will be publicly opened and read.

The City of Cortez is soliciting bids for roofing improvements on the Cortez Recreation Center Building, in accordance with the plans and specifications. Bidders shall submit pricing to remove the damaged roofing and dispose of materials; inspect the roof deck and replace deteriorated substrate; install new insulation board, a fully adhered membrane system, and new edge metal, termination bars, and flashing; replace penetrations, boots, drains, and equipment flashings; and complete waterproofing, sealing, and final inspection.

Proposal shall include a 20-year (NDL) Manufacturer Warranty?and shall consist of new coverboard, tapered insulation (minimum R-30 equivalent), 60-mil TPO membrane or approved equivalent product, coping cap metal, modify existing roof drain assemblies as necessary to restore positive drainage, new parapet caps, new edge flashing, and all manufacturer-required sealants and accessories necessary to complete the work.

A MANDATORY MEETING and project site visit will be held for all interested vendors on Tuesday, August 4, 2026, at 9:30 AM and also on Thursday, August 6, at 9:30 AM at the Recreation Center.  Interested vendors can choose which meeting to attend.

Proposals shall be submitted in sealed envelopes, and marked on the outside with “PROPOSAL: 2026 Recreation Center Roof Replacement Project” and with the submitting Company’s name.  Proposals shall be submitted in writing and signed by the proposer or its duly-authorized agent.

The City of Cortez reserves the right to waive any formality or any informality in the process of awarding a bid. The City of Cortez reserves the right to accept any proposal, in whole or in part, and to reject any or all proposals if it be deemed in the best interest of the City to do so.
