1.0 INTRODUCTION
1.1 Definitions, Background, Purpose and Specifications
1.1.1 Definitions
The University of Maine System will hereinafter be referred to as the "University."
Respondents to the document shall be referred to as "Respondent(s)” or
“Respondent”.
The Respondent to whom the Agreement is awarded shall be referred to as the
"Contractor."
The University of Maine System and other components of the University shall be
referred to as “Multi-Institution”.
1.1.2
Background
Overview
Established in 1968, the University of Maine System (UMS) unites six distinctive
public universities, comprising 10 campuses and numerous centers, in the
common purpose of providing quality higher education while delivering on its
traditional tripartite mission of teaching, research, and public service.
A comprehensive public institution of higher education, UMS serves more than
30,000 students annually and is supported by the efforts of more than 2,000 full-
time and part-time faculty, more than 3,000 regular full-time and part-time staff,
and a complement of part-time temporary (adjunct) faculty.
Reaching more than 500,000 people annually through educational and cultural
offerings, the University of Maine System also benefits from more than two-thirds
of its alumni population residing within the state; more than 123,000 individuals.
The System consists of six universities: The University of Maine (UMaine),
including its regional campus the University of Maine at Machias (UMM); the
University of Maine at Augusta (UMA); the University of Maine at Farmington
(UMF); the University of Maine at Fort Kent (UMFK), the University of Maine at

standards in new construction.
1.1.3
Purpose
The University of Maine is seeking responses to provide pultrusion equipment as
defined in this document. This document provides instructions for submitting
responses, the procedure and criteria by which the Respondent(s) will be selected,
and the contractual terms which will govern the relationship between the University
and the awarded Respondent(s).
The University of Maine has developed an industry leading novel thermoplastic
pultrusion device called the Continuous Forming Machine (CFM). The purpose of
this request is to identify a solution to expand the CFM’s capabilities by upgrading
the pulling section and adding a cutoff saw, enabling the ASCC to continue
structural thermoplastic composite pultrusion research.
Pultrusion is a 1.2 Billion dollar industry, with market opportunities to increase 100-
fold. The CFM has been presented to the pultrusion industry at ACMA’s North
American and European Pultrusion Conference, and has been demonstrated to be
industry leading, and enabling of sustainable thermoplastic usage in this industry.
This technology has been credited to the University of Maine and has unlocked a
new industry of research for the ASCC, and the potential for new businesses in the
state of Maine.
The CFM equipment opens the door to adding thermoplastics into this continuous
composite manufacturing industry in a way that no other has been able to. The
current equipment is restricted from producing structural profiles and panels due
to geometric constraints and lack of automated cutting. The University is seeking
custom equipment that will enable the CFM to produce structural members of up
to 8inx25in in cross section. The new equipment should also increase the pulling
force which is sought necessary for producing the required larger members. The
new equipment must fit in the lab space dedicated to the CFM as to not block off
egress pathways, and integrate with the current control system, HMI, and modular
mounting system. Refer to section 1.1.2 for specific equipment requirements.The

Specifications / Scope of Work
The University is seeking a pulling section and cutoff section as separate
modules that resemble traditional thermoset pultrusion equipment. The awarded
respondent(s) is expected to complete the design and build of the equipment at
their facilities. The final products will be shipped to the University of Maine for
installation where representatives from the awarded respondent(s) will conduct
the install, setup, and acceptance testing of the equipment. The University has a
required delivery date of August 31, 2024. The University is requesting that the
equipment meets the following specifications:
