NOTICE OF REQUEST FOR PROPOSALS
RFP 25-26-46
PROFESSIONAL DESIGN SERVICES FOR
MANUEL HERNANDEZ COMMUNITY CENTER GYMNASIUM HVAC SYSTEM IMPROVEMENTS
SEALED PROPOSALS will be received by the Purchasing Division located at 707 W. Acequia, Visalia, California
93291, until 2:00 p.m. PT, on Wednesday, August 12, 2026, from qualified and experienced consulting firms to
provide professional design services for improvements to the Manuel Hernandez Community Center Gymnasium
HVAC system. Deliverables shall include a full set of construction documents including improvement plans,
specifications, and engineer's estimate of probable construction costs as well as submission for and acquisition of a
building permit to meet the goals and objectives described within RFP 25-26-46.
Mandatory Proposer Conferences: Interested Proposers must attend at least one of the mandatory proposer
conferences in order to be eligible to submit a proposal for this project. This is an opportunity to view the site and ask
questions about the scope of services. The conferences will be held at the Manuel Hernandez Community Center
Gymnasium, 247 W. Ferguson Ave, Visalia CA as follows:
Wednesday, July 22, 2026 at 9:45 a.m. and
Thursday, July 23, 2026 at 9:45 a.m.
RFP and Contract documents may be obtained in the office of the Purchasing Division, 707 W. Acequia Ave., Visalia,
CA 93291, by calling (559) 713-4334, emailing your request to purchasing@visalia.gov, or may be downloaded from
BidNet by registered users. To register with BidNet, please see the City's website visalia.gov/purchasing (Registration
information is included with this Notice).

by Wednesday, July 29, 2026 at 4:00pm.
Notice is hereby given that this is a Public Works Project (design phase). In compliance with SB854 and Labor Code
Section 1725.5, all contractors and subcontractors (including Consultants and Sub-Consultants) bidding/proposing
and performing work on Public Works Projects must be currently registered with the California Department of Industrial
Relations (DIR) and furnish electronic payroll records to the Labor Commissioner. This also applies to Architectural,
Planning and Engineering firms if they employ or subcontract services for any trade that is covered by a designated
prevailing wage (i.e. surveyor).
Consultant will be required to furnish the City of Visalia with their DIR registration number. No contract will be awarded
unless the contractor and/or subcontractors are registered with the California Department of Industrial Relations (DIR).
Bids/Proposals submitted by unregistered contractors or list unregistered subcontractors will be rejected as non-
responsive. Consultant must comply with all State and Federal Regulations that apply to this contract, including
Prevailing Wage requirements as applicable. Pursuant to Sections 1770, et. seq., of the California Labor Code, the
selected firm will be required to pay not less than the prevailing wage of per diem wages as determined by the Director
of the California Department of Industrial Relations.
Additional requirements are outlined in the City of Visalia's Labor Compliance Manual which is incorporated in the
RFP document as an attachment.
The City hereby affirmatively ensures that Minority Business Enterprises and Disadvantaged Business Enterprises
(DBE) will be afforded full opportunity to submit proposals in response to this notice. Individuals and/or entities
submitting bids/proposals to the City of Visalia will not be discriminated against on the basis of race, age, religion,
creed, color, national origin, ancestry, physical or mental disability, medical condition, genetic information, marital

status, gender, gender identity or expression, sexual orientation, or military and veteran status in any consideration
leading to the award of a contract.
No qualified disabled person shall, on the basis of disability, be excluded from participating in, be denied the benefits
of, or otherwise be subjected to discrimination under any program or activity leading to the award of a contract.
Executive Order N-6-22 - Russia Sanctions: On March 4, 2022, Governor Gavin Newsom issued Executive Order N-
6-22 (the EO) regarding Economic Sanctions against Russia and Russian entities and individuals. "Economic
Sanctions" refers to sanctions imposed by the U.S. government in response to Russia's actions in Ukraine, as well
as any sanctions imposed under state law. By submitting a bid or proposal, Contractor represents that it is not a target
of Economic Sanctions. Should the State determine Contractor is a target of Economic Sanctions or is conducting
prohibited transactions with sanctioned individuals or entities, that shall be grounds for rejection of the Contractor's
bid/proposal any time prior to contract execution, or, if determined after contract execution, shall be grounds for
termination by the State.
The right is reserved by the City of Visalia to reject any or all proposals, to waive any irregularities or informalities not
affected by law, to evaluate the proposals submitted and to award the contract according to the proposal which best
serves the interests of said City.
Bid Net Registration Instructions (optional)
The City of Visalia utilizes a regional bid notification system created exclusively for the Purchasing Department
within the area. This system allows the City of Visalia to post all information needed by vendors regarding bids,
quotes (informal), request for proposals, construction notices, addenda and awards.
By establishing one centralized bidding and registration system, vendors will now have a single point of contact for
business opportunities throughout our region. The system will save the City of Visalia (and our vendors) time and
money by reducing printing, postage and mailing costs. All vendors who wish to do business with the City of Visalia
are asked to register on this new system.

Registration options are the following:
Option #1 is paid registration. This option emails notification of all bids and addendums from all participating
agencies. This option also allows the vendor to view award information and any other information that is posted.

information, and any other information that is listed.
