Project Description: Allegheny County is seeking proposals from qualified vendors for the procurement of a modern Human Capital Management (HCM) software solution. The County’s objective is to acquire a comprehensive, scalable, and secure platform that will streamline and strengthen core human resources, payroll, and benefits functions. This initiative is part of the County’s strategic effort to enhance operational efficiency, elevate the role of HR as a strategic business partner, improve employee experience, and ensure accurate, data-driven decision-making across all departments.
