The City of Rochester Department of Environmental Services Street Design Division is soliciting a Request for Proposals (RFP). Firms must be listed on the current NYSDOT Region 4 Local Design Service Agreement (LDSA) to be eligible to submit on this proposal. The City seeks to enter into a Professional Services Agreement for the design and preparation of engineering reports and construction contract documents. This is a federally funded project that includes the design and preparation of engineering reports and construction contract documents for improvements to four (4) minor arterial streets and one (1) major collector street in the City’s east quadrant.

Pre-Proposal Meeting
A Pre-Proposal Meeting will not be held for this project. Respondents are encouraged to visit the project site and may submit questions as needed following the communication guidelines outlined herein.

Submission Delivery Information
Five (5) proposal hard-copies and one (1) electronic proposal (preferably via USB storage drive) are to be submitted no later than April 3, 2026 at 4:00 p.m. to:
