Owensboro Municipal Utilities (OMU) will accept proposals until 2:00 P.M. (CST) on March 5, 2026, for:

RFP 26-03-008 POET AREA RECONDUCTOR & DISTRIBUTION POLE REPLACEMENTS PROJECT

PROJECT SCOPE: OMU is seeking proposals from qualified contractors for a distribution system upgrade. Work includes:
• Reconductoring Installation: Spanning a route totaling 29,216 feet in length.
• Pole Work: 16 wood pole replacements and framing/insulator updates on 33 additional wood poles.
• Hot Work: Requires specialized 15kV HOT work on energized lines.

***MANDATORY PRE-BID MEETING*** Attendance is STRICTLY REQUIRED for proposal eligibility.
• When: February 17, 2026, at 1:00 P.M. (CST)
• Where: OMU T&D Building, 2070 Tamarack Road, Owensboro, KY

CONTACT FOR RFP DOCUMENTS: Prospective bidders may obtain copies of the bid documents and specifications by sending an e-mail with your Company Name and a brief description of your business to Jason Garrett, Senior Buyer, via e-mail: garrettjt@omu.org

OMU reserves the right to reject any or all bids and to waive irregularities.

FEMA FUNDING: This contract/project will be financed using federal funds provided under the FEMA Hazard Mitigation Grant Program (HMGP). Accordingly, the requirements and provisions contained in [Attachment G – Required Contract Provisions] are incorporated into this RFP and will apply to any resulting contract. Contractors submitting proposals must agree to and demonstrate compliance with all such provisions. Awarded Contractor shall comply with all applicable federal law, regulations, executive orders, FEMA policies, procedures, and directives

All proposers must comply with these provisions and ensure that any subcontractors engaged for the performance of this project also comply with all applicable federal requirements. Failure to comply with the provisions of [Attachment G] may result in disqualification of the proposal, termination of the contract, or other remedies as permitted by law.
