RFP 25-26-04 PLHA Seasonal Low-Barrier Emergency Shelter Deadline: 09/10/2025 @ 2:00pm The City of Visalia is seeking applications from qualified non-profit 501(c) organizations interested in operating a seasonal low-barrier emergency shelter during the winter months for Fiscal Year 2025/26, with the opportunity to extend up to four (4) additional years upon mutual agreement. This project is supported, in whole or in part, by state award number 20-PLHA-15552, awarded to City of Visalia by the California Department of Housing and Community Department (HCD). State funds being utilized for this project are Permanent Local Housing Allocation funds (PLHA). For more information click here .
