REQUESTS FOR
PROPOSALS PAVING FY 27
Proposals will be received via email at bhoar@willistonvt.org for roads and associated work items in the Town of
Williston until 2:00pm, prevailing time, on Thursday, April 16, 2026. All bids shall be an attachment to an
email.
All proposals shall be submitted to the email address above with the words
"FY 2027 PAVING PROPOSAL". All proposals shall be read, and the results emailed to the bidders.
The quantities noted for the proposed items are approximate only, being given as the basis for comparison. The
Town of Williston reserves the right to increase or decrease the work after acceptance of the proposal during the
purchasing period or to reject any or all proposals received, to waive any informalities in the proposals or to accept
any proposals should the Town deem it in the best interest of the Town.
The proposed prices accepted shall apply to purchases made between July 1, 2026 and June 30, 2027. The work
performed by the selected contractor for the Town of Williston will provide the Town with a superior finished
product including both performance and longevity. All lay-down equipment shall be modern and capable of
providing a superior product. Pricing shall be based upon unit cost of in-place tons, including materials purchasing,
sweeping, construction zone signage (per MUTCD), certified flaggers, application of RS-1 and placement of the
asphalt mix product, including grinding of beginning, side street and end joints.
The selected paving company will be required to perform within two weeks of notification by the Public Works
Director but not before July 1st 2026. Any delay will jeopardize remaining work within the proposal period.
All bidders shall be on the current VTRANS pre-qualified contractors list for Surface Rehabilitation. Work shall be
in strict conformance with the latest Vermont Agency of Transportation Specifications. The successful firm will
provide satisfactory evidence of insurance prior to award, including:
1. Contractor's Liability Insurance and Workmen's Compensation in compliance with Vermont Statutory
Limits.
2. Contractor's General Public Liability and Property Damage Insurance, including vehicle coverage issued to
the Contractor and protecting him from all claims for personal injury, including death, and all claims for
destruction of or damage to property, arising out of or in connection with any operations under the Contract
Documents. Whether such operations are by himself or by any Subcontractor under him, or anyone directly
employed by the Contractor or Subcontractor under him. Insurance shall be written with a limit of liability
of not less than $2,000,000 for all damages arising out of bodily injury, including death, at any time resulting
there from sustained by any one person in any one accident, and a limit of not less than $2,000,000 aggregate
for any such damages sustained by ten or more persons in any one accident. The Town of Williston shall be
named as an additional insured.
3. Mix designs and mix specifications will be determined and approved by the Public Works Director prior to
lay down and may vary from one work item to another.
4. RAP materials shall not exceed twenty-five percent (25%) in any hot mix application.
5. All overlay and paving 1.5" and over shall be Type 3 mix.

Per ton to include material purchasing, placement, sweeping, construction zone signage, certified traffic
control (as per MUTCD), fine grading and the application of RS-1 as directed.
The Town of Williston reserves the exclusive right to make changes, substitutions, additions, or
reductions in the scope of the proposed work. The bid amount will remain the same with exception
of Asphalt Price Adjustment attached.
The Town of Williston reserves the right to reject any and all proposals or select the proposal
deemed in the best interest of the Town of Williston.
The undersigned agrees to the conditions of this proposal and will perform if awarded this contract
in accordance with accepted methods and terms of this proposal.

Asphalt Price Adjustment
1.1 Asphalt Price Adjustment
1.1.1. This specification contains price adjustment provisions for asphalt
cement used in the production of bituminous concrete pavement. The price
adjustment is compensation to the contractor or payment to the Town
depending on increase or decrease in the average price of asphalt cement
during the project.
1.1.2. It is understood by the contractor that a price adjustment increase may
require the Town to decrease quantities of the pay items in this contract in
order to stay within budget.
1.1.3. The contractor hereby agrees that its bid prices for this contract include
no allowances for any contingencies to cover increased costs for which
adjustment is provided herein.
1.1.4. The contract index price (IP) will be the most recent index price set by
the Vermont Agency of Transportation at the time of Bid Opening.
1.1.5. The posted price (PP) for a ton of asphalt cement will be set monthly by
the Vermont Agency of Transportation. The contract posted price will be
determined by individual roadway as the price in the month that paving
begins on that roadway.
1.1.6. A price adjustment will be paid or credited for asphalt cement only when
the Posted Price of asphalt cement increases or decreases over its
respective Index Price. This price adjustment will be paid only if the
variance from the Index Price is 5% of more for a monthly period. The
complete adjustment will be paid with no deduction of the 5% from either
upward or downward adjustments.
1.1.7. The contractor will provide from the supplier the total actual asphalt
cement added (tons) per roadway (QAC) based on batch tickets, excluding
any percent of asphalt cement from Recycled Asphalt Pavement.
1.1.8. The price adjustment shall be calculated for individual roadways and
credited or debited on the final closeout invoice.
1.1.9. The price adjustment to be paid shall be calculated as follows:
