SECTION 1 - INTRODUCTION AND PURPOSE
1.1 INTRODUCTION
Thurston County Public Works is soliciting proposals for pavement rating services in compliance with WAC 136-
70-040 and County Road Administration Board (CRAB) Guidelines.
1.2 PURPOSE
The purpose of this solicitation is to establish a contract with a qualified company to provide pavement rating
services for a term of four (4) years in order to meet Washington State requirements and to support the County’s
pavement management system.
1.3 QUALIFICATIONS
Following are the minimum qualifications and licensing requirements that proposing companies must meet in
order to submit a response to this RFP. Proposals must clearly show compliance to these minimum qualifications.
Proposals that are not clearly responsive to these minimum qualifications shall be rejected by the County without
further consideration.
A. Been in business for a minimum of five (5) years from the date of the issuance of this RFP.
B. Must be legally qualified, licensed, insured, staffed, and equipped to perform the relevant work.
C. Must be able to meet the Insurance Liability Limits specified in this solicitation and sample Professional
Services Contract.
D. Must have a minimum of two (2) years of experience in providing Pavement Rating Services to municipalities
within the states of Washington, Oregon, or Idaho.
1.4 PROCUREMENT NOTIFICATION
This solicitation is a formal competitive procurement and will be advertised in the ‘Nisqually Valley News’, the
‘Seattle Daily Journal of Commerce’ and is open to all qualified companies. All solicitation

SECTION 2 – OVERVIEW OF SERVICES REQUESTED
2.1 PROJECT DESCRIPTION
The Contractor will provide all management, materials, equipment, labor, and other items necessary for
collecting and processing pavement rating data. Pavement rating data shall include Transverse Cracking,
Longitudinal Cracking, Alligator Cracking, and Patch Repairs/Potholes, all recorded at three (3) distinct severities
as defined in the Pavement Surface Condition Rating Manual. In addition, the Contractor may be requested to
include data for each road to provide a score for the International Roughness Index (IRI) in accordance with the
Federal Highway Administration’s (FHWA) current Highway Performance Monitoring System Field Manual.

Additional services may be incorporated as listed in the Proposer’s proposal and agreed upon by the County.
2.2 BACKGROUND INFORMATION
The Traffic Engineering and Operations team designs, operates, and maintains traffic control devices on public
roads in the unincorporated areas of Thurston County. Included in these responsibilities, Traffic Engineering and
Operations is required to collect data on all County owned and operated paved roadways to comply with CRAB
guidelines and Washington Administrative Codes (WAC). This data is used to meet state guidelines and to identify
areas of need for future chip seal and repaving projects.
2.3 STATEMENT OF WORK
See Attachment 1, Statement of Work which provides the scope of services to be provided.
2.4 CONTRACT PERIOD AND BUDGET
The County anticipates the Contract will be for a maximum duration of four (4) years with an initial one-year
term and three one-year renewal options. Option renewals will be exercised at the sole discretion of the County.
The Contract value will be for the total negotiated not to exceed amount for the duration of the contract. The
Contract amount may be increased to meet the ongoing needs of the County for the services requested through
the Contract period of performance. The County does not guarantee a minimum purchase amount.
2.5 COMPENSATION
A. Mandatory Scope: Payment to Contractor will be based on the negotiated rate schedule and actual miles
rated as verified by Schema reports (see Section 5.0 Scope of Services Pavement Requirements).
B. Rates shall include all direct and indirect costs and profit.
C. Invoice/Payments:
(1) Invoices are to be submitted within 30 calendar days from completion of the work.
(2) Invoices are to be sent via email to the Thurston County Public Works Accounts Payable address:
PWAP@co.thurston.wa.us. The email subject line should include the Contract # and Project Title to identify
the invoice.
(3) Payments will be made within 30 calendar days from receipt of a proper invoice.
SECTION 3 – ACQUISITION TIMELINE AND GENERAL REQUIREMENTS
3.1 PROCUREMENT SCHEDULE
