This addendum will form a part of the RFP and modifies the original Request for
Proposal (RFP) document. The following changes take precedence over items in the
RFP. Portion of the RFP not changed by this Addendum remains in effect. Recipients of
the Addendum are advised to provide this Addendum to anyone to whom they further
distribute without the BAA’s knowledge.
Participants in this RFP are required to acknowledge receipt of this Addendum in their
proposal. Failure to do so may subject Proposer for disqualification.
ADDITIONAL INFORMATION/CLARIFICATIONS/ATTCHMENTS
DESCRIBED BELOW:
The BAA includes as an attachment the Minimum Requirements for the parking guidance
system and the Cost Proposal Spreadsheet.
Please note that the Cost Proposal Spreadsheet has three tabs. First Tab labeled based bid
and alternate, second tab labeled rooftop project cost, and third tab labeled kiosk cost.
We are asking that you send in the cost broken down between the base bid, alternate bid,
cost for the rooftop PGS, and a separate cost for the Kiosk using the cost spreadsheet
provided.
The due date for proposal submittal has been extended until 2:00 PM CT on April
30, 2026.
1. Question: While the base specification references a camera-based system and Bid
Alternate #1 references ultrasonic, would the Authority consider a wireless, in-ground
magnetic sensorbased solution as an alternative?
Answer: Affirm, alternate solutions will be considered for non-camera-based
systems; ultrasonic was an example of a possible alternate.
2. Question: Given the parking structure's size and complexity, several moving parts
require careful coordination. With the site walk on March 12th and the question
deadline on March 19th, the turnaround time after receiving responses will be quite
limited. This does not provide sufficient time to fully confirm the system design,
coordinate with our installer for accurate pricing, and prepare the five required hard
copies for submission and shipping. Would it be possible to grant an extension for the
proposal submission deadline? Additional time would help ensure a thorough and
accurate proposal.
Answer: The deadline for submittal has been extended. The new due date for bids is
April 30, 2026.
3. Question: For the single-space camera sensors, when you state a CCTV feature, are
referring to the ability to watch 30 60 second video clips of movement within that
parking space? For example, the video clip of the vehicle parking. Or are you seeking
a 24/7 feed from all the camera sensors?
Answer: 24/7 feed with 30-day recording/ storage capabilities.
4. Will BAA accept a cloud-hosted solution?
Answer: No
5. Question: With a cloud-hosted solution, a server is still required to keep all the
computing on the local network and the results are pushed to the cloud. This increases
the system's performance and speed. Will BAA still want to provide the on-edge
server if the proposer provides the required specifications?
Answer: Cloud hosted solutions will not be accepted
6. Question: Will BAA provide the storage server? Or is the proposer required to
provide the storage server?
Answer: The Proposer is required to provide.
7. Question: Can you confirm they want a 30-day retention period for the LPR images
and videos?
Answer: Yes. 30-day retention is required.
8. Question: Can you mark the exact location of the data/communication room inside
the parking structure?
Answer: Yes, drawing is provided
9. Question: Is there an existing fiber cable from the server location inside the airport
building to the data/communication room inside the parking garage that we can use?
Or will a new fiber cable need installation? If we must install a new fiber cable, is
there an existing conduit pathway we can use?
Answer: Yes, there is single mode fiber that can be utilized.
10. Question: Is there a safe and secure storage onsite for the parking system materials?
Answer: Affirm, will be discussed with contract award winner
11. Question: Can you mark the exact locations of the two roadway signs?
Answer: Affirm, drawing is provided
12. Question: Is there existing fiber at the two roadway sign locations?
Answer: No
13. Question: Will BAA accept cellular network for the two roadway signs?
Answer: No
14. Question: What is the voltage at the existing light posts in the outdoor areas and on
the rooftop?
Answer: 480V
15. Question: There's an area on the rooftop without light posts (four light posts are
missing). Can you confirm the airport will install new light posts in that area?
Otherwise, there is nothing around to mount equipment for occupancy detection for
those spaces.
Answer: Yes
16. Question: Can you confirm if the oversized vehicle entrance will remain? Should the
proposer plan to install a monument sign at this location?
Answer: Negative, no signage at the oversized entrance
17. Question: Can you confirm that the two main entrances to the parking garage are on
level 1 and level 3? Is that where BAA wants to install two monument signs?
Answer: Affirm. Overhead signage will be on Messer Airport Highway
18. Question: At the level 3 entrance, can the proposer remove an existing bollard on the
curb to install the monument sign?
Answer: That will be taken into consideration when reviewing the proposed location,
but it is possible.
19. Question: Can you mark the locations of the areas with the 6' - 2" clearance height
and the 6' - 8" clearance height?
Answer: That will be part of the contractors’ surveying efforts.
20. Question: Do you prefer to have the Find-Your-Car kiosks in the airport or inside the
garage? If inside the airport is preferred, is there an existing pathway to run fiber?
Answer: In the airport negative, no current pathway
21. Question: Proper understands the scope for the digital exit signage, but wants to
confirm the scope of the static vehicle traffic signs found on page 13. Scope states,
provide fixed signs that include unchanging traffic patterns such as: no left turn, do
not enter, entrance, exit, etc. Does the BAA want the proposer to source and install
static traffic signs throughout the garage?
Answer: Negative; they would need to be integrated with the guidance signage. The
airport would need to approve any proposed signage concepts during the design
process.
22. Question: Proposer would like to add the digital exit sign locations on a set of
drawings for BAA. Adding drawings may cause the document to exceed the 25-page
limit. Is BAA open to receiving a longer proposal which includes drawings providing
the proposed digital exit sign locations?
Answer: Affirm, that would be approved
23. Question: Due to the scope and complexity of the project, we respectfully request
consideration of a three-week extension to the proposal submission deadline. This
additional time would allow our team to perform a more detailed technical and cost
evaluation so that we can provide a comprehensive and highly competitive proposal
that best supports the project’s objectives.
Answer: Approved
24. Question: Will the airport be providing the network switches needed in the garage?
Answer: No, the Proposer will provide network switches
25. Question: Does the Airport have the required size and messaging for the signage on
Messer Airport Hwy?
Answer: Negative, that would be for the contractor to determine based on the
viewing distance needed. Though, the airport would need to approve any proposed
signage concepts during the design process.
26. Question: The RFP mentions lighting in the Scope of Services, please elaborate?
Will the contractor be required to provide lighting for the project?
Answer: Negative, just the lights as they pertain to the guidance system colors for
occupied, open, handicapped, etc. spaces.
27. Question: Is performance and payment bonding required?
