Background
The City of Mercer Island, Washington is located on Lake Washington between the Cies of Seatle and
Bellevue in King County. The City encompasses an area of approximately 6.5 square miles. Since the
City’s incorporaon in 1960, Mercer Island has gained a reputaon for its unique identy consisng of
high-quality residenal areas, preserved parks and open space, and miles of developed shoreline. The
City provides a full range of municipal services to its approximately 25,000 residents, including public
safety, public works, parks and recreaon, community planning and development, and youth and family
services.
The City offers me-limited (non-paid) parking, paid parking managed by ParkMobile, and a restricted

2025 and the hardware associated with the expired contract is no longer in working condion. Parking
enforcement is currently conducted manually and infracons are issued using a handheld ckeng

Sound Transit announced the East Link Extension segment between the South Bellevue Staon and
Internaonal District/Chinatown Staon will open on March 28, 2026, along with the new Mercer Island
Sound Transit Staon. The opening of the East Link Extension is expected to increase demand for
parking, and the need for parking enforcement, in Mercer Island’s Town Center area.
Scope of Work
The City requests proposals for a comprehensive and scalable parking enforcement soluon that
improves compliance, efficiency, accuracy, security, and customer service while reducing administrave

implementaon services, training, and ongoing support necessary to support modern parking
enforcement operaons for the City.
The desired soluon should support end-to-end parking enforcement for the City’s parking enforcement
program. The selected vendor will deliver a product that integrates with exisng City systems and
supports license plate recognion (LPR) enforcement, E-chalk capabilies, mobile field operaons,
virtual perming (oponal but preferred), and integrates with law enforcement and municipal court
records management systems.
