RFP #OS - 0002 - City of Issaquah Senior Center Solar PV and Battery Storage System
The City of Issaquah, Washington is soliciting proposals from interested companies to assist the City of Issaquah in installing a grid-tied, net metered 38.5 kW DC, 33.3 kW AC roof mounted solar photovoltaic ( PV ) system and a 25 0 kW - 860 kWh battery at the Issaquah Senior Center. . The City has a completed feasibility study to the 30% design level and which includes a power one-line diagram, helioscope solar model, concept plan, and solar PV panel, and inverter equipment basis of design specifications. The scope of work for the project includes the final design, engineering, equipment procurement, installation, and commissioning of the system, with coordination for necessary permits and utility interconnection . Funds for this project come from the Washington State Department of Commerce Clean Energy in Communities Grant funded by the Washington State Climate Committment Act. The City is working with Sazan Group as the Owners Representative to support this project. This procurement is being conducted through an RFP process based on RCW 39.04.290 , which allows for use of a request for proposals process for building engineering systems . RCW 39.04.290 applies to this procurement because solar PV and battery storage systems fall under the category of building engineering systems based on the emergency generation capacity . The City is using this method to allow integration of final design, procurement, and installation services in a single contract. An optional Pre-Proposal site walkthrough will be conducted on Thursday, 10/2/2025 from 10am - 11am . Questions must be submitted through P ublic Purchase by 4:00pm on Tuesday 10 /14 /25 . Fi rms are encouraged to submit questions early to ensure that the City has adequate time to answer questions prior to the submission deadline. All questions will be answered and posted publicly on public purchase. Any addendums to the RFP will also be posted on public purchase.
