NOTICE OF SOLICITATION
Thurston County Public Health & Social Services is requesting proposals for Opioid Settlement
Community Grants. Deadline for submittal is 11:59 PM PST on May 31, 2026. The Opioid
Settlement Community Grant application and Certification Form must be completed and
submitted via email to PHSS_Opioid@co.thurston.wa.us. This Request for Proposals (RFP) is
posted at: Funding Announcements | Thurston County (thurstoncountywa.gov).
Failure of the County to notify any interested party or parties directly regarding the availability of
these funds shall not void or otherwise invalidate the RFP process.

AVAILABILITY OF FUNDS
The funding amounts listed in this RFP may be subject to change based on local revenues.
Contract awards are subject to projected revenue.
Thurston County Public Health & Social Services reserves the right to modify, reject, or negotiate
any proposals submitted with the proposing organization prior to recommending funding of the
proposal.
PROPOSAL CRITERIA
The Thurston County Public Health & Social Services Department is seeking proposals that relate
to opioid abatement strategies in Thurston County
This funding opportunity makes available $2,000,000 in Opioid Settlement Community Grant
funds. Contracts will begin July 1, 2026, and end December 31, 2027. This funding is one-time
only and does not guarantee future funding. Each applicant organization may submit only one
proposal and must be able to enter into a contract with Thurston County.

The County will consider all proposals for projects that provide the following to people living in
Thurston County:
Proposals must:
1. Meet the allowable uses of the One Washington MOU.
2. Align with the strategies in the 2026-2027 Thurston County Opioid Response Plan.
3. Support the community identified priorities for opioid settlement funds. Additional details
on applicable programs within these strategies can be found in the One Washington MOU.
Each priority includes the applicable section of the One Washington MOU which details
allowable programming.
a. Medications for Opioid Use Disorder (MOUD) and other treatment (Part One – A)
i. Increase access to treatment, provide education on Medications for Opioid
Use Disorder (MOUD), etc.
b. Connections to care (Part One – C)
i. Wrap-around services for individuals in recovery, peer support services,
begin Medications for Opioid Use Disorder (MOUD) in emergency
departments, etc.
c. Address the needs of criminal-justice involved persons (Part One -D)
i. Pre-arrest diversion programs, post-overdose response teams, other similar
strategies which connect individuals to behavioral health supports, etc.
4. Cite or add links to the sources that demonstrate the use of evidence-based (i.e.
supported by published research) or promising practices (i.e. supported by early data
indicating effectiveness).
5. Include how this funding will be braided with other funding sources or supplement existing
funding, if applicable.
6. Detail how services will be sustained after this funding period, as this is not a continuous
funding opportunity.
7. Explain how outcomes will be measured and demonstrate progress toward expected
results.
PROPOSAL REVIEW AND SELECTION PROCESS
All complete and on-time applications will be reviewed by a panel of subject matter experts. The
panel will recommend funding to the Thurston County Opioid Abatement Council. The Opioid
Abatement Council will review the funding recommendations, and recommend funding to the
Board of County Commissioners, who will make the final decisions. Applicants will be notified

once those decisions are made. The County reserves the right to modify, negotiate, or reject any
proposal prior to recommending funding.
Applications will be scored based on the following criteria:
1. Meets the allowable uses of the One Washington MOU (50 points) – Meets the criteria of
allowable uses for opioid settlement funds.
2. Alignment with the 2026-2027 Thurston County Opioid Response Plan (50 points) –
Clearly aligns with the strategies in the Response Plan and moves forward local services
within these areas.
3. Importance to Community (25 points) – Addresses a gap in local behavioral health
services or meets a demonstrated community need.
4. Access and Engagement (20 points) – Serves a defined target population and reduces
barriers to accessing or staying engaged in services.
5. Project Design (20 points) – Design is clear about what services will be provided and how.
6. Impact (15 points) – Measures outcomes and tracks who is served, how well services are
delivered, and whether participants are better off after receiving services.
7. Organizational Capacity (10 points) – Demonstrates the organization’s financial capacity,
staffing, and systems to manage funds and deliver services effectively.
8. Cost Effectiveness (10 points) – Requested budget aligns with proposed services,
demonstrates efficient use of funds, and includes plans for sustainability.
Programs that do not meet the allowable uses of the One Washington MOU and/or align
with the strategies in the 2026-2027 Thurston County Opioid Response Plan will not be
considered for funding.
Note: Past contract performance with Thurston County Public Health & Social Services may
be considered when scoring proposals within the categories outlined above.
USE OF FUNDING
Provided the proposal meets the requirements outlined in this document, these funds may be
used for the following:
• Screening, case management and treatment for substance use and/or mental health
disorders
• Materials or items that remove barriers to participating in services or that meet the unique
needs of participants
• Educational materials including curriculum, software, video and print materials
• Costs associated with the development, printing and distribution of materials
• Costs associated with hosting training, workshops, or special events connected directly to
the service and population being served
• Capital expenditures, provided the on-going use aligns exclusively to the proposal
• Costs associated with the purchase of professional expertise and technical assistance
• Personnel, training, and travel or other directly connected costs that are not excluded
below.

These funds may not be used toward any of the following:
• Activities intended to prevent substance use and/or mental health disorders.
• Lobbying.
• Capital expenditures for uses outside of the services or program described in the proposal.
• Equipment not directly associated with the services or program described in the proposal.
• The purchase of staff time, supplies, materials, or anything else that is not directly
associated with the service or program described in the proposal.
ELIGIBLE APPLICANTS
Entities eligible for this funding are: 1) Indian Tribes located within Thurston County, 2) private
non-profit organizations meeting the statutory requirements under the IRS 501(C)(3) designation;
3) public non-profit organizations/ government entities; and 4) for-profit organizations.
All applicants must have appropriate financial controls and accounting procedures to ensure
proper use and tracking of funds provided. Applicants that do not meet these requirements will be
ineligible for funding.
Applicants must have, or be willing to secure, the following insurance:
- General liability insurance of not less than $2,000,000 per occurrence for all covered
losses; the general aggregate limit shall apply separately to this contract and be no less
than $3,000,000
- Professional liability insurance with limits of not less than $2,000,000 per loss.
Applicants must provide evidence of coverage acceptable to the Thurston County Risk
Management Division prior to receiving grant funds.
A signed professional services contract will be required prior to initiating services.
