    NOTICE INVITING INFORMAL BIDS
    Installation and Electrical Upgrades for Emergency Generators – Fire Stations 1 & 2
    Notice is hereby given that the Central Fire District of Santa Cruz County (“District”) is
    requesting informal bids from qualified and licensed contractors, in accordance with the
    California Uniform Public Construction Cost Accounting Act (CUPCCAA) and Public Contract
    Code §22032(b), for the following public works project:
    Project Title
    Installation and Electrical Upgrades for Emergency Generators – Fire Stations 1 & 2
    Project Description
    The project includes installing and upgrading emergency standby diesel-fueled generators and
    related electrical infrastructure at two District fire stations. The work includes removal of
    existing equipment, installation of two (2) new Cummins 60-80 KW, 120/240 single and 3-phase
    capable that is rated to deliver 58-63 Hz clean power for sensitive electronics. Generators shall
    be diesel-fueled and include a minimum of a 100-gallon day storage tank. They must meet Santa
    Cruz County and Monterey Bay Air Quality Resources District emission and noise level
    requirements applicable to the installation locations. Electrical upgrades to provide three-phase
    power, and integration to ensure reliable operation of all facility systems, including bay doors
    and critical load circuits. The generator systems will be automatic during any power outage, shall
    perform automatic cycling, and meet all current code and applicable standards.
    This is a single combined bid for both locations:
    Fire Station 1: 930 17th Avenue, Santa Cruz, CA 95062
    Fire Station 2: 3445 Thurber Lane, Santa Cruz, CA 95065
    Estimated Cost Range
    The project is anticipated to be greater than $75,000 and less than $220,000, and will therefore
    be awarded under CUPCCAA informal bidding procedures.
    Contractor Eligibility
    To be considered for award, contractors must:
    1. Be listed on the District’s 2025–2026 CUPCCAA Registered Contractor List; or
    2. Submit a completed CUPCCAA Contractor Registration Form to the District before bid
    submission.

    License, DIR, and Prevailing Wage Requirements
    Contractors must possess a valid California C-10 (Electrical Contractor) license.
    All bidders and subcontractors must be registered with the Department of Industrial
    Relations (DIR) pursuant to Labor Code §1725.5.
    This project is subject to California prevailing wage laws under Labor Code §§1720–
    1771.
    Certified payroll records shall be submitted electronically to the Labor Commissioner in
    compliance with Title 8, CCR §16404.
    Insurance and Bonds
    All contractors shall provide proof of insurance and bonding in accordance with the District’s
    CUPCCAA standards prior to award, including:
    Commercial General Liability: $2,000,000 per occurrence / $4,000,000 aggregate
    Automobile Liability: $1,000,000 combined single limit
    Workers’ Compensation: Statutory coverage per Labor Code §3200 et seq.
    Employer’s Liability: $1,000,000 per occurrence
    Certificates must list the Central Fire District of Santa Cruz County, its officers, officials,
    employees, and agents as additional insureds on a primary and non-contributory basis.
    Performance and Payment Bonds (100%) are required for projects $25,000 or more.
    Mandatory Site Visit
    A pre-bid site visit will be held on December 15, 2025, at 1000 hours, beginning at Station 1
    (930 17th Avenue) and concluding at Station 2 (3445 Thurber Lane).

    All bids will be reviewed for responsiveness, contractor qualifications, and compliance
    with CUPCCAA and District standards.
    The District will award the contract to the lowest responsive and responsible bidder
    pursuant to Public Contract Code §22038.
    The District reserves the right to reject any or all bids, waive informalities, and award the
    project in the best interest of the District.
