PREVAIL Program Case Management Services Provider
Request for Proposal No. 26-19
Pueblo County is soliciting proposals for a Pre-Arrest Evaluation, Intervention, and Linkage
(PREVAIL) Program Case Management Services Provider to provide case management services
to PREVAIL clients. PREVAIL will be replacing the Law Enforcement Assisted Diversion (LEAD)
program beginning 7/1/26.
Proposals will be accepted until 2:00 p.m. MT, June 16, 2026, our Clock.
All items contained in the RFP are applicable in preparing proposals for the materials/services
covered by this proposal.
Proposals may be delivered in a sealed envelope/container, clearly marked “Request for
Proposal – RFP No. 26-19, PREVAIL Program Case Management Services Provider”, and
addressed to:

Pueblo, CO 81003
Proposals may also be submitted electronically via email (or shared link in email) to
purchasing@pueblocounty.us. The subject line of email must read as follows: Sealed Proposal,
RFP No. 26-19 - PREVAIL Program Case Management Services Provider. Submitted proposals
must be no more than 50 pages, document size no larger than 50MB and must be one (1) pdf
document. Proposals received after the date and time listed above will not be considered. The
date and time listed in the Outlook Inbox for the above-referenced email address will be the official
date and time of when the electronically submitted proposal was received.
To be eligible to submit a proposal, all proposal documents must be obtained from the Pueblo County
Purchasing Department via e-mail at purchasing@pueblocounty.us. Those wishing to obtain proposal
document(s) directly from the office of the Pueblo County Purchasing Department, must first call (719) 583-
6095 to schedule an appointment to do so.
Pueblo County may award the contract to a company based on the evaluation criteria contained in the
request for proposal.
