    CHINO VALLEY UNIFIED SCHOOL DISTRICT
    NOTICE INVITING PROPOSALS
    NOTICE IS HEREBY GIVEN that the Governing Board of the Chino Valley Unified School District, County of San
    Bernardino, State of California hereafter referred to as District, is calling for and will receive proposals up to but
    not later than May 4, 2026, at 10:00:00 a.m. local time at the Chino Valley Unified School District, located at
    13461 Ramona Avenue, Purchasing Department, Second Floor, Chino CA 91710, for the following services:
    RFP#25-26-18 District Wide NFPA 72 Fire Alarm Testing
    Proposal packets can be obtained via the Chino Valley Unified School District Purchasing website
    (https://chino.k12.ca.us/36621_4) or prospective contractors may email Kathy Casino at
    Kathy_Casino@chino.k12.ca.us to request a packet. All proposals must be submitted on forms furnished by
    the District. Proposals must be delivered as indicated on the proposal documents, to the Purchasing Department
    at the above address, but no later than 10:00 a.m. on May 4, 2026. Each envelope must be clearly marked
    on the front with the proposal name and proposal number. The Governing Board of the Chino Valley Unified
    School District reserves the right to accept or reject any and all proposals, to waive any irregularities in the
    proposals, be sole judge as to the merit, quality, and acceptability of materials proposed and its compliance to
    the specifications, and to not necessarily accept the lowest bid of any offer if it is in the best interest of the
    District.
    All submissions must include a copy of a valid C-10 license. RFP may be awarded to multiple contractors if
    necessary.
    No bidder may withdraw their proposal for a period of ninety (90) days after the date set for the opening of
    proposals. Each proposal must conform and be responsive to this invitation, the instructions and conditions of
    the District Wide NFPA 72 Fire Alarm Testing, and all other documents comprising the pertinent Contract
    Documents.

    The PROPOSALS must be received prior to May 4, 2026 @ 10:00 a.m., in a sealed envelope labeled with
    RFP # 25-26-18 District Wide NFPA 72 Fire Alarm Testing and addressed to the Chino Valley Unified
    School District, 13461 Ramona Avenue, Purchasing Department, Second Floor, Chino, CA 91710. Proposals
    received after the above stated time will be returned to the proposer unopened. Proposals must be signed.
    All RFI questions must be submitted in writing to the following e-mail addresses:

    The last date to submit all RFI questions will be April 27, 2026, by 4:30 p.m.
    The School Board of the Chino Valley Unified School District reserves the right to accept or reject all
    proposals, to waive any irregularities in the proposals, to be sole judge as to the merit, quality and
    acceptability of materials proposed and their compliance to the specifications, if it be in the best interest of
    the District.
    PROJECT SCOPE
    Chino Valley Unified School District (CVUSD) is soliciting proposals to perform annual fire alarm testing in
    accordance with applicable local, state and federal requirements.
    The purpose of the RFP is to provide interested vendor(s) with sufficient information to enable them to
    develop and submit proposals for fire alarm testing that will fulfill the specified information processing needs.
    Testing shall include all tests and inspections required by NFPA-72 and California Fire Code including, but not
    limited to all the following:
    o Test and visual inspection of fire alarm panel functionality, LED's, fuses, etc.
    o Test Fire Alarm panel battery charger.
    o Perform battery discharge test.
    o Test and visual inspection of horns and strobes, chimes, bells, etc.
    o Test and visual inspection of manual pull stations
    o Test and visual inspection of heat detectors.
    o Test and visual inspection of smoke detectors.
    o Test and visual inspection of duct smoke detectors.
    o Test and visual inspection of Electromechanical Releasing Devices (solenoid)
    o Test and visual inspection of Voice Evacuation Equipment
    * Upon completion of the NFPA 72 inspection and testing, provide the District written and
    photo documentation of all completed inspections including all required or recommended
    repairs.
    * Awarded contractor(s) will be responsible for putting the fire alarm system in "Test Mode" during
    the inspection. Any costs associated with false alarm that trigger a visit from the fire department
    and/or any other emergency agency will be the responsibility of the contractor.
    o While in "Test Mode" awarded contractor must provide 24-hour continuous fire watch at
    each site while the system is on "test" mode. District shall be provided the name, start/end
    hours and cell phone for company/staff performing the fire watch coverage.

    * Testing will need to be conducted after school, evenings, school holidays, and/or weekends.
    o Evenings 4:00pm to 8:00pm
    o Weekends 8:00am to 8:00pm
    * Awarded contractor(s) will need to be able to bring work immediately. The contractor(s) will be
    awarded after the Board meeting and the awarded contractor(s) will work immediately on a testing
    schedule.
    * Monitoring services are not included in this bid.
    * Awarded contractor(s), are/is responsible in making sure that the fire alarm system is back up
    and running after testing has been completed.
    * Awarded contractor(s) are/is required to leave areas where they performed work clean and
    free of any debris. Areas must be ready for school to resume the next day without any delays.
    GUIDELINES
    By virtue of submitting a proposal, interested parties are acknowledging the following:
    This RFP is a request NFPA 72 fire alarm testing.
    CVUSD reserves the right to reject any or all proposals if it determines that select proposals are not
    responsive to the RFP or if the proposals are judged not to be in the best interests of CVUSD. CVUSD
    reserves the right to reconsider any proposal submitted at any phase of the procurement. It also reserves
    the right to meet with select proposers at any time to gather additional information.
    TERM: The term for this proposal is 3 years, with the option of an additional two (1) year options,
    agreeable by both parties.
    Each vendor submitting a proposal agrees that the pricing and terms set forth in its proposal shall remain
    firm, fixed and valid for the first year, (from board approval date). Pricing shall not exceed more than ten
    percent (10%) for each renewal of the Agreement for the extensions. Such pricing and terms shall also
    remain firm, fixed and valid for the full duration of each agreement arising out of this RFP executed by the
    successful vendor(s) with CVUSD, except as otherwise agreed mutually by the parties. Pricing and terms for
    implementation services shall be submitted on a "not to exceed" basis and shall be firm, fixed and valid for
    the full duration of each and every agreement executed by the successful vendor(s) with CVUSD except as
    otherwise agreed mutually by the parties. For implementation services under the said "not to exceed" basis,
    the successful vendor(s) who executes an agreement will be paid on the basis of hours and expenses that
    the said vendor(s) incurs up to the "not to exceed" amount. If hours and expenses incurred fall short of the
    "not to exceed" amount, CVUSD shall retain the difference between the "not to exceed" amount and the
    costs and expenses actually incurred. If the successful vendor(s) exceeds the "not to exceed" amount, it shall
    be required to finish the work at no additional cost to CVUSD; however, this obligation shall be relieved to
    the extent that it was materially caused by the failure of CVUSD to perform a specific obligation or specific
    obligations imposed on CVUSD by this RFP or by any agreement arising out of this RFP. Each and every
    vendor shall describe in detail in its proposal all work necessary to achieve the functional requirements it
    obligates to perform in its proposal.
    When responding to this RFP, please follow all instructions carefully. Please submit proposal contents
    according to the outline specified and submit all hard copies according to instructions. Failure to follow
    these instructions may be considered an unresponsive proposal and may result in elimination from further
    consideration.

    General Submittal Requirements
    ISSUING AGENT
    Submit questions in writing by e-mail. No telephone questions will be accepted or considered. E-mail is the
    preferred means of correspondence. Vendor(s) will refer to the specific RFP paragraph number and page
    and will quote the passage being questioned. Send all inquiries to the attention of:

    Any questions received, via the above method, will be answered in an addenda document that will be
    distributed to interested parties no later than April 28, 2026.
    Notwithstanding the above, proposers shall not attempt to, or contact, any member of CVUSD staff or
    Governing Board to discuss any matters related to this RFP during the RFP process and prior to the final
    award of any contract pursuant to this RPP.
    SUBMISSION REQUIREMENTS
    In order to facilitate the analysis of responses to this RFP, proposers are required to prepare their
    proposals in accordance with the instructions outlined in this part and elsewhere in this RFP. Each proposer
    is required to submit its proposal in a sealed package.
    Two (2) hard copies must be submitted containing the entire contents of your proposal to the address
    shown below.

    SUBMISSION CHECKLIST
    Please use the following checklist to ensure that you are submitting a complete proposal, and the outside
    of your envelope is clearly identified with your business name and address.
    Two (2) hard copies of the proposal presented in a professional manner.

    ACCEPTANCE OF SUBMITTAL REQUIREMENTS
    All terms and conditions of this RFP, each addendum, the successful vendor's proposal and all negotiated
    terms, shall be incorporated into any and all agreements arising from the RFP, either explicitly or by
    reference. Submission of any proposal indicates a proposer's acceptance of the conditions contained in this
    RFP unless clearly and specifically noted otherwise in the proposal.

    ADDENDA
    Should any proposer find discrepancies, omissions or ambiguities in this RFP, the proposer will at once
    request in writing an interpretation from the Issuing Agent. Any changes, additions, deletions, or
    clarifications to this proposal package, including the general provisions and specifications, shall be made by
    written addendum to the RFP. Such addendum shall be issued by the Issuing Agent and will be made to all
    prospective bidders who received the solicitation. The issuance of a written addendum is the only official
    method by which interpretation, clarification, or additional information will be provided by CVUSD. Only
    questions answered by formal written addendum will be binding. Oral and other interpretations or
    clarifications will be without legal effect.
    TENTATIVE PROCUREMENT
    The following is a list of the activities relevant to the RFP process. CVUSD reserves the right to change
    these dates and will notify proposers of any changes.
    * Due Date for All Written Questions and Inquiries - April 27, 2026, by 4:30pm
    * Proposals Due - (10:00 a.m. PST) May 4, 2026 by 10:00 a.m.
    * Proposal Evaluations by May 6, 2026
    * Decision to Award Contract by May 8, 2026
    AWARD
    Formal award of contract by CVUSD will signify the acceptance of terms of any agreements. Written
    notification to proceed will follow a formal agreement. CVUSD reserves the right to accept or reject any or all
    proposals. CVUSD reserves the right to waive any irregularities and technicalities and may, at its sole
    discretion, request clarification or other information to evaluate any or all proposals. CVUSD reserves the
    right, prior to Board approval, to cancel the RFP or portions thereof, without penalty.
    CVUSD reserves the right to:
    (1) accept the proposals of any or all of the items it deems, at their sole discretion, to be in the best
    interest of CVUSD;
    (2) reject any and/or all items proposed
    (3) award to multiple proposers.
    INDEMNIFICATION AGREEMENT
    As part of each and every agreement arising out of this RFP, the successful vendor(s) shall execute an
    indemnification agreement wherein the proposer agrees to indemnify, defend, and hold CVUSD harmless
    from any and all liabilities including, but not limited to, litigation costs and attorney's fees which it may incur
    as a consequence of this agreement and from any and all claims and losses to anyone who may be injured
    or damaged by reason of the proposer's willful misconduct or negligent performance of the agreement. By
    submitting a response to this RFP, the proposer agrees to be bound by these terms.
    CONFIDENTIAL MATTERS
    All data and information gathered by the proposer and its agents, including this RFP and all reports,
    recommendations, specifications, and data shall be treated by the proposer and its agents as confidential.
    The proposer and its agents shall not disclose or communicate the aforesaid matters to a third party or use
    them in advertising, propaganda, and/or in another job or jobs, unless written consent is obtained from
    CVUSD.

    CANCELLATION OF AWARD/TERMINATION
    CVUSD shall have the right to terminate this award or any subsequent agreement by delivering to the
    proposer, at the proposer's address shown in the proposal, thirty (30) days written notice of cancellation, in
    the event that the performance of the contractor is unsatisfactory to CVUSD. CVUSD shall be the sole judge
    of whether such performance is unsatisfactory. CVUSD warrants that it has funds available to remit
    payments on the resulting agreement(s) at the time any agreement is executed. Should appropriated funds
    during the term of the agreement become unavailable for the purpose of the agreement, CVUSD may
    cancel the agreement by providing the proposer with written notice. Such notice shall release both CVUSD
    and proposer from all obligations under the agreement.
    LEGAL REQUIREMENTS
    This RFP and any resulting agreement, contract and purchase order shall be governed by all federal, state
    and local laws, codes, ordinances, and regulations including, but not limited to, those promulgated by CAL-
    OSHA, FED-OSHA, EPA, EEOC, DFEH, the California State Department of Health Services, and San
    Bernardino County Environmental Health Department. This agreement shall be in accordance with the
    substance and procedural laws of the State of California.
    INSURANCE REQUIREMENTS
    Prior to commencing work, the vendor shall be required to provide comprehensive general liability
    insurance coverage in the amount of two million dollars ($2,000,000.00), combined single limit per
    occurrence providing damage liabilities. The insurance shall name the Chino Valley Unified School District,
    as additional named insured in the policy. It is agreed that the insurance provided by each vendor is
    endorsed as primary to any similar insurance or self-insurance carried by CVUSD.
    INDEPENDENT CONTRACTOR
    The contractor agrees and certifies that neither they nor any of their agents, servants or employees is an
    agent or employee of CVUSD. The contractor is an independent agent solely responsible for the contractor's
    acts. The resulting agreement(s) shall not be construed as an agreement for employment with CVUSD.
    NON-DISCRIMINATORY EMPLOYMENT
    Proposer and/or any permitted subcontractor shall not unlawfully discriminate against any individual based
    on race, color, religion, nationality, sex, sexual orientation, age or condition of disability. Proposer and/or
    any permitted subcontractor understands and agrees the proposer and/or any permitted subcontractor is
    bound by and will comply with the nondiscrimination mandates of all Federal, State, and local statutes,
    regulations and ordinances.

    Vendor(s) should provide at least five (5) client references that are similar to this project. References
    should be for fully completed projects. Each reference should include name of client reference, name of
    project manager, address, telephone, and email addresses. All contact information must be correct and up
    to date.
    Evaluation of Proposals
    SELECTION PARTICIPANTS
    CVUSD will evaluate vendor(s) proposals via a CVUSD Evaluation Team.
    EVALUATION SELECTION PROCESS
    The relative importance of the factors used for evaluation involves management judgment and will include
    both objective and subjective analyses. Selection of the final vendor(s) will be based upon the following
    considerations:
    * Conformance with RFP guidelines/submittal requirements 10%
    * Cost of Fire Alarm Testing (hourly rate) 50%
    * Vendor Experience 20%
    * Completion of the RFP 20%
