Work Scope
The City of Allentown requires the services of a qualified consultant with a background in urban planning, architecture, or landscape architecture and substantial experience with writing code, form-based code, urban design, and familiarity with the Pennsylvania Municipalities Planning Code to assist the City, as needed, with ongoing updates and implementation of a form based zoning code, including but not limited to land development and zoning permit review, and other City planning and zoning initiatives.

Once registered and confirmed, click on the home, Tools, Agencies, and type “City of Allentown.” Click Register, follow the prompts. Once registered with the City, you can view and download the solicitation.
Submittal
The City of Allentown will only receive sealed bids online via Public Purchase (https://www.publicpurchase.com/). Submissions shall be opened electronically and publicly posted on Public Purchase’s website. Vendors must submit proposals online; those who fail to submit complete applications through https://www.publicpurchase.com/ will not be considered for award. Submissions must include a scanned copy of the Bid Bond as stated above through Public Purchase in the appropriate drop down. The PROPOSAL PAGE must be completed and submitted through Public Purchase. Other Forms must be completed and uploaded to Public Purchase. Applicable Bid Security must be mailed and delivered prior to the Bid opening, in a clearly marked envelope with the bid number listed in this document, to the Purchasing Department.
When you upload a document or save your submission, your response is immediately submitted. However, you are the only one who will have access to your information until the bid closes. This means you can come back any time before the bid closes and edit your response information.

No faxed or emailed proposals will be accepted. Responses received after the prevailing date and time will be rejected as non-responsive.
