RFP 2026-03 MUNICIPAL VIRTUAL NET METERING OFFTAKE FOR PORTLAND, CT

The Director of Finance for the Town of Portland, CT (the “Town”) will receive the following sealed Request for Proposals: Proposal No. 2026-03: Municipal Virtual Net Metering Offtake. The due date and time for the proposals is Tuesday, August 19, 2025 at 2:00 PM. The Town seeks proposals from qualified clean energy developers (the “Bidders”) to provide municipal Virtual Net Metering (“VNM”) offtake from clean energy system or systems (the “System(s)”) in Eversource territory that will offset up to 2,700,000 kWh/year of the Town’s electrical load. The Bidder and the Town will participate in the August/September 2025 bid round of Year 4 of Connecticut’s Non-residential Renewable Energy Solutions Program (the “NRES Program”), with VNM for State, Agricultural, and Municipal (“SAM”) properties, administered by Eversource, and if necessary the February/March 2026 bid round of Year 5 of the NRES Program.
