I. STATEMENT OF WORK
A. SCOPE
It is the intent of these specifications, terms, and conditions to describe the electrical
services required at multiple locations in facilities owned and maintained by East Bay
Municipal Utility District (EBMUD or District). The work shall include, but is not limited
to: furnishing and installing new electrical circuits, conduits, junction boxes, floor boxes,
circuit breakers, receptacles, wireless load control receivers, and occupancy sensors;
installing District-furnished lighting systems; relocating existing wall receptacles and
floor boxes; and coordinating with the City of Oakland for all required permit
inspections.
The District intends to award a contract to the Contractor(s) who best meets the
District’s requirements.
B. CONTRACTOR QUALIFICATIONS
1. Contractor Minimum Qualifications
a. The Contractor shall possess a current State of California C-10 License.
b. This contract is a public works contract. Prevailing wages are required for
this contract. All Contractors bidding on public works projects and all
Subcontractors of any tier shall be registered with the State Department of
Industrial Relations (DIR) pursuant to Section 1725.5 of the Labor Code.
C. SPECIFIC REQUIREMENTS
1. Contractor shall provide all services and materials needed to perform the services
at EBMUD’s Administration Building (AB) at 375-11th Street, Oakland, CA 94607,
as described in Exhibit E – Scope of Work and Deliverables and Exhibit F – Project
Drawings.
2. The incidental carpentry work, such as relocation of cubicle walls at the SCADA
office and construction of wall panels in display cases, will be performed by the
District’s carpenters. The Contractor shall coordinate with the Project Manager to
develop and align the project schedule with the incidental carpentry work. As the
District’s carpenters support multiple facilities and projects, the Contractor shall
adjust its schedule as necessary to accommodate changes in the carpenter’s
availability due to unforeseen, higher-priority assignments at other District
locations.

3. The Contractor shall coordinate with the Project Manager and provide support
for electrical permit inspections performed by the City of Oakland Building
Inspectors.
4. The Contractor shall provide all necessary safety barricades around work areas
and as described in Exhibit C.
5. The Contractor shall coordinate with the Project Manager to schedule all work
within occupied areas to minimize tenant disruptions.
6. No work that creates noise in and around the EBMUD Board Room will be
permitted on Board Meeting days, which occur on the second and fourth
Tuesdays of the month. By the end of the business day preceding each Board
Meeting Day, the Contractor shall remove all construction-related equipment and
materials, such as tools, scaffolding, debris, and temporary barriers, from the
Board Room and its immediate vicinity and shall ensure that all doors providing
access to the Board Room remain fully operational and unobstructed.

A. NON-MANDATORY SITE WALK
Non-mandatory site walk/Proposal conference will be held to:
1. Allow the District to discuss the scope of the project.
2. Provide Contractors an opportunity to view the site(s).
3. Provide an opportunity for Contractors to ask specific questions about the project
and request RFP clarifications.
4. Provide the District with an opportunity to receive feedback regarding the project
and RFP.
All questions deemed to be pertinent by the District will be addressed in Addenda
following the site walk.
III. DISTRICT PROCEDURES, TERMS, AND CONDITIONS
A. RFP ACCEPTANCE AND AWARD
1. The District intends to recommend award to the Contractor with the lowest
responsive/responsible bid who meets the minimum qualification requirements
specified in Section I.B.
2. If the Contractor with the lowest bid does not meet the minimum qualifications,
their bid will be deemed non-responsive, and the next lowest bid will be
evaluated. This process will continue until a qualified contractor is identified or all
bids are evaluated.
3. Bid discount: Contractor shall be eligible for SBE or DVBE bid discount if they are
a certified small business entity, as described in the guidelines contained in
Exhibit A-Contract Equity Program, and they check the appropriate box,
requesting preference, in Exhibit A - Contractor Information and Acceptance.
Qualified DVBEs and/or SBEs will receive a bid discount resulting in an effective
SB/DVB bid. The effective SB/DVB bid will be used solely for comparison of the
bids submitted by small businesses/disabled veteran businesses against those
submitted by non-small businesses/non-disabled veteran businesses. The
Effective SB/DVB Bid is calculated as follows:
• Effective SB/DVB Bid = (SB bid amount or DVB bid amount) - discount amount.
• Discount amount = 7% of the apparent lowest, responsive, and responsible
bid.
