Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the
District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract,
that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the
then current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining
options to renew shall expire and terminate

SCOPE AND SPECIFICATIONS OF THE
PROPOSAL
The Dallas Independent School District (Dallas ISD or District) is soliciting offers for the goods and/or
services specified in this document.
1. Questions concerning this solicitation document should be addressed, in writing, to the Buyers Email.
2. Questions must be submitted by the deadline to allow sufficient time for responses prior to receipt/opening
date/time.
3. Responses to questions other than administrative questions will be provided to all potential offerors by
means of an addendum to the solicitation.
All vendors are encouraged to participate even if vendors are the sole source providers.
This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200
and ESSER (Elementary and Secondary Emergency Relief) requirements to procure vendors who
provide goods purchased by Dallas ISD using federal dollars. This proposal may be used with local, state,
federal, and grant-funded programs.

SCOPE AND SPECIFICATIONS OF THE
PROPOSAL
In order to expand the number of eligible three- and four-year-old Pre-Kindergarten students who receive
Pre-Kindergarten instruction, the Dallas ISD is contracting with the Provider to deliver tuition-free Pre-
Kindergarten educational services and instruction. Dallas ISD will provide a full-time certified teacher for
each classroom in which eligible Dallas ISD students are attending pre-kindergarten at Provider's facility.
OVERVIEW
Community partnerships are essential, as they provide families with multiple quality options for their young
child. In addition, partnerships help support childcare centers that often face significant funding challenges
and financial pressures, therefore working to improve quality for all young children. Specifically, partnerships
provide meaningful benefits for children and families, community-based providers, and Dallas ISD. These
benefits include, but are not limited to:

Quality supports through a certified teacher provided by Dallas ISD, curriculum if needed,
professional development, CLASS observations, and coaching support
Recruiting and enrollment support by Dallas ISD targeting increased enrollment at the
partner site
Financial support for the center and the center's teacher (some models)
Dallas ISD
High-quality options for younger children, leading to improved kindergarten readiness in the
long-term
Increased opportunities to build relationships with families and serve Pre-K children,
increasing K-12 enrollment for the district long-term
A more stable, viable early learning community
By working together across the early learning community in Dallas, we can draw on the wisdom, expertise,
and resources of multiple systems. Public school Pre-K, Head Start, and community-based childcare
programs, when working in alignment, will make a lifelong impact on a child and family.
There are three partnership models to consider applying for.

Partner hires co-teacher; provides classroom space and daily support
SRI PLUS(Childcare only)
Dallas ISD hires certified, BA teacher; provides curriculum, PD, and quality support
Dallas ISD provides $17,000 to partner (Site Director) and a $6,000 stipend to partner (Co-
Teacher); amounts broken out over 6 month period
Partner hires partner co-teacher; provides classroom space and daily support

PROPOSAL SPECIFICATIONS
ELIGIBILITY
The purpose of the Partnership is to help support local childcare centers to improve quality pre-kindergarten
education for all learners. All suppliers must meet the required standards to be recommended. Only
community-based providers that will have an active TRS 3-star, TRS 4-star, NAEYC accreditation, or NAC
accreditation as of April 1, 2024, are eligible to apply. If a center is working on their TRS 3 or 4 star, or
NAEYC or NAC accreditation and does not receive it by June 30, 2024, then they will not be eligible for
partnerships for the 2024-25 school year.
Current partners do not need to apply to continue their partnership unless the terms of the
agreement have expired. Contracts will be renewed according to the terms of the contract.
LICENSING COMPLIANCE
For any provider that receives a corrective action or adverse action from childcare licensing, at any point
during the partnership contract, Dallas ISD may immediately terminate the contract.
Partnership classrooms participating in the contract will keep a minimum number of students enrolled for the
current academic year. Enrollment per classroom should be no less than 10 students. If the center does not
meet this requirement prior to the beginning of the school year, the District has the right to terminate the
contract.
The attached "Agreement For Educational Services - SRI PLUS Contract" must be completed and returned
with your response.

There will be site visits scheduled for April 8, 2024 - April 9, 2024.
