RFP: Modernization & Architectural Services

The Housing Authority of the City of Shreveport (HACS) is extending an opportunity for Modernization Architectural Services. The consultant’s qualification should indicate the ability to perform the work required in a timely and sufficient manner.  This entire procurement procedure and contract award is subject to the U.S. Department of Housing and Urban Development (HUD) and any and all applicable Federal/State law and/or regulations. HACS reserves the right to suspend this procurement action if it is found not in accordance with all applicable laws and regulations or in the event of any impropriety.

This requires a very responsible and professional work at a high-performance level involving the coordination of the Housing Authority of the City if Shreveport’s modernization and development programs. Considerable knowledge, skill and ability are required in the development and implementation of annual and multi-year physical improvement plans, public procurement policies, procedures and practices, proposal writing, complex report preparation, budget preparation and implementation, cost analysis, cost allocation techniques, modernization standards and construction contract supervision. To assist the HACS’s Modernization Architect, the following is a guideline regarding the minimal oversight required to successfully administer and manage the HACS’s modernization, rehabilitation and economic development programs.
